THIS IS A MARKET SURVEY FOR ARCHITECTURAL & ENGINEERING SERVICES.  THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL.  THIS SOURCES SOUGHT MARKET SURVEY DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD.  RESPONSES SHALL BE USED FOR PLANNING PURPOSES ONLY AND SHALL NOT COMMIT THE NATIONAL INSTITUTES OF HEALTH (NIH) TO ISSUE A SOLICITATION FOR THIS REQUIREMENT.

THE PURPOSE OF THIS MARKET SURVEY/SOURCES SOUGHT SYNOPSIS IS FOR TWO REASONS:  (1) DETERMINE IF THERE ARE INTERESTED QUALIFIED SMALL BUSINESSES (INCLUDING  HUB ZONE, 8(A), ECONOMICALLY DISADVANTAGED WOMEN OWNED AND WOMEN-OWNED or SERVICED DISABLED VETERANS OWNED SMALL BUSINESS)WITH NORTH AMERICAN INDUSTRY CLASSIFICATION CODES (NAICS) 541310 - ARCHITECTURAL SERVICES THAT ARE CAPABLE OF PERFORMING THE A&E TASKS DESCRIBED BELOW; AND (2) DETERMINE IF OTHER THAN SMALL BUSINESSES WITH NAICS 541310 ARE CAPABLE OF PERFORMING THE TASKS DESCRIBED BELOW OF POTENTIAL QUALIFIED SMALL BUSINESSES.  THE SMALL BUSINESS SIZE IS $7.5 MILLION.

AFTER EVALUATING PART II OF THE SF 330, IF IT IS DETERMINED THAT QUALIFIED SMALL BUSINESSES INCLUDING HUB ZONE, 8(A), ECONOMICALLY DISADVANTAGED WOMEN OWNED AND WOMEN-OWNED OR SERVICED DISABLED VETERANS OWNED SMALL BUSINESS) WITH NAICS 541310 THAT CAN PERFORM THE TASK, THE REQUIREMENT WILL BE EVALUATED SUCH THAT IT IS MOST ADVANTAGEOUS TO THE GOVERNMENT.  IF IT IS DETERMINED THAT BASED ON THE PART II, SF 330 RECEIVED & REVIEWED SMALL BUSINESSES ARE NOT CAPABLE OF PERFORMING THE TASK, THE REQUIREMENT WILL BE RECOMMENDED AS FULL AND OPEN.

Note: No contract for this work effort shall be awarded to a firm, or its subsidiaries or affiliates, that provides bridging documents except with the approval of the Chief of the Contracting Office/ORF.

Project Description:

The selected most highly qualified firm will provide assistance to The National Institutes of Health (NIH), Office of Research Facilities (ORF), Division of Facilities Planning (DFP) on a project-by-project basis in developing and implementing  campus master plans; developing the NIH Buildings and Space Plan and the Buildings & Facilities budget plan; providing expertise in facility planning and programming; overseeing activities that impact the use, appearance, sustainability and environmental quality of NIH controlled sites; and providing technical liaison with other agencies and community organizations. This contract will involve projects focusing on, but not limited to, biomedical research laboratory facilities, clinical (hospital inpatient and outpatient) facilities, animal research (vivarium) facilities, containment/cGMP facilities, administrative offices, and support facilities such as conference centers, food service facilities, public spaces and libraries.  The comprehensive scope of the typical DFP studies may involve all architectural and engineering design disciplines needed to accomplish the following:

·         Master Planning, including utility, environmental, land use and transportation planning:

o   Space Programming and Functional Planning

o   Program of Requirements (POR)

o   Security/Safety Studies

o   Risk Assessment Studies

o   Structural Studies

o   Massing Studies

o   New Building and Facility Concept Designs

o   Campus Infrastructure Analysis and Planning

o   Building Reuse Studies

 

 

·         Project Planning:

o   Site Evaluation and Selection

o   Facility Assessment

o   Space and Functional Programming/Planning

o   Program of Requirements (POR)

o   Security/Safety Studies

o   Risk Assessment Studies

o   Structural Studies

o   Massing Studies

o   New Building

o   Facility Concept Designs

 


Infrastructure Studies (mechanical, electrical, data and communications, etc.)
The National Environmental Policy Act (NEPA), including Environmental Assessments (EAs) and Environmental Impact Statements (EISs) by providing support to DFP and DEP.
Historic preservation, including HABS HAER documentation, survey and documentation of inventory of NIH property resources (buildings, landscapes, districts, outdoor sculpture, furnishings), and Determinations of Eligibility according to Section 110 of the NHPA of 1966, as amended
Transportation planning, including vehicle counts, traffic studies, and wayfinding
Design, construction, and total project cost estimates at a conceptual level
Feasibility studies
Project development schedules (from conceptual planning through facility occupancy, including any requisite phasing)

All interested small Businesses A&E firms (including, HUB Zone, 8(a), Service Disabled Veteran Owned Small Business, Economically Disadvantaged Women Owned Small Business or Women Owned Small Business firms) shall submit Part II, SF 330 responses to this office in writing by mail on or before due date listed below.  The Part II, SF 330 responses shall be in accordance with the Part II instructions on the SF 330.

Evaluation Criteria:

(1) Professional qualifications necessary for satisfactory performance of required services.  Evaluation will include analysis of:

 (1a) Professional experience and technical competence in the type of work required based on Firms experience.  Provide a brief description of projects completed within the last 5 years or substantially complete which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project includes Institutional Campus Master Plan(s); Institutional Campus utility and infrastructure master plan(s); building planning studies for hospitals (inpatient and outpatient) ,bio-medical research laboratories, animal research (vivarium) facilities or clinical research centers; facilities planning (Management/Utilization) Studies for a biomedical research laboratory or for  healthcare facility (including both inpatient and out-patient) projects; and Environmental Impact Statements for Master Plans or Building projects.

With each project experience provided, include the owner, date when the project was completed or will be completed, location of the project, contract amount, size of the project, estimated construction cost, and the portion and percentage of work that your firm performed, and a description of how your firm's experience relates to the proposed project(s).

(1b) Professional experience and technical competence in the type of work required based on past experience of team members – Description of how many of the following licensed, registered, or certified professionals with at least 10 years of experience are within your firm’s workforce:  Architect(s), Landscape Architect(s), AICP Certified Planner(s), Mechanical Engineer(s), Electrical Engineer(s), Environmental Engineer(s) and Civil Engineer(s) with experience in Traffic Management.  Please provide information on how many of these professionals, by category, have worked on Bio-Medical Research and Hospital projects.

(2) Past performance in contracts with Government Agencies and private industry in terms of quality of work, compliance with performance schedule and cost control.

(3) Demonstration of knowledge, experience and capabilities of your team in performing work using Building Information Modeling (BIM).

(4) Description of which portion of the work for these IDIQ tasks you would perform with your workforce (utilizing in-house skills) vs. which portion you sub-contracted specific to each of the following types of studies:

·         Institutional Campus Master Plan(s)

·         Institutional Campus utility and infrastructure master plan(s);

·         building planning studies for hospitals, laboratories, animal research facilities or clinical research centers;

·         facilities planning (Management/Utilization) Studies for a biomedical research laboratory or for a healthcare facilities (excluding out-patient projects); and

·         Environmental Impact Statements for Master Plans or Building projects.

·         Note: The lead (prime) firm must be responsible for 51% of the work as a minimum.

(5) Socioeconomic category (e.g. 8(a), Hub Zone)

(6) Acceptability under other appropriate evaluation criteria (Contracting Officer to supplement).

Note: Under this contract the lead firm shall perform 51% of the work.

SUBMISSION REQUIREMENT

Interested qualified Businesses capable of performing the tasks described above shall send Part II, SF 330 responses to the Contracting Officer by July 24, 2019, 1:00 pm EST at the address indicated below. DO NOT MAKE PHONE CALLS OR SEND E-MAILS. The Government will neither pay for any material provided in response to this market survey nor return the data provided. This is NOT a request for proposal and does not constitute any commitment by the Government.  Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.  

The Part II, SF 330 Qualification Statement of Qualifications shall not exceed 30 single-sided pages of 8 ½"x11" size paper and shall address each of the block in Part II – GENERAL QUALIFICATIONS.
