The scope of work will include but not necessarily be limited to the production of a Master Plan, including a supporting Parking Study and Space Needs Study; and the implementation strategy to execute the plan. The project shall incorporate the following tasks:
1.
Establish and maintain a project schedule that will meet the proposed South Capitol Campus Master Plan schedule and Capitol Buildings Planning Commission meeting schedules.
2.
Field review all buildings and sites included in the South Capitol Campus.
3.
Assemble and review existing plans, surveys, utilities connections, Capitol Buildings Master Plan, and other information available for the site(s).
4.
Analyze all conditions and factors that could affect the South Capitol Campus development.
5.
Conduct an organizational relationship analysis and evaluate related facility requirements that could be used in determining future facility requirements.
6.
Take an active role in visioning meetings conducted with guidance and support from the Capitol Buildings Planning Commission and the agency stakeholders. This process is an integral component of the overall planning process and guiding principles shall be explored extensively amongst the stakeholders with primacy given to the input of internal campus stakeholders.
7.
Establish consistent design principles throughout the campus.
8.
Address pedestrian linkages with a strong emphasis on access and safety.
9.
Address existing and future needs for parking.
10.
Address sustainable elements like storm water management, solid waste management, recycling, and opportunities for green energy. Consider the LEED for Neighborhood Development checklist and guidelines.
11.
Provide for balanced development; propose phasing for potential displaced agencies and/or functions.
12.
Create an implementation plan, which develops opportunities and identifies infrastructure needed to implement the vision.
13.
Prioritize the strategic initiatives for capital asset investment decisions.
