Salt Wash Soil Stabilization and Hydroseeding, to be performed in two parts (during Spring 2019 and Spring 2020). PMIS: 240866

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

A. The solicitation number and a statement that the solicitation is issued as an request for quote (RFQ).

B. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC_2005-101/10-26-2018

C. This is a total small business set-aside and the associated NAICS code is 561730 and the small business size standard is $7.5 Million.

D. A list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). See attached price schedule. Price schedule must be completed with fully burdened rates. Contractor
is responsible for any calculation errors. If the price schedule is not completed, the contractor will be considered non-responsive and not considered further for award.

E. Description of requirements for the items to be acquired. See attached SOW for description of work required. Contractor must be able to meet all of the requirements of the SOW to be considered responsive.

F. The government anticipates awarding a single Fixed Price contract. The period of performance is anticipated to run 3/18/2019 - 04/20/2020. The work location is Arches National Park, Moab, UT

G. 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

H. 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. See clause text for evaluation factors.

I. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer in order to be considered responsive and eligible for award.

J. 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.

K. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the
clause are applicable to the acquisition.

Wage Determination WD 15-5497 (Rev. 6) 14Aug2018 applies to this requisition.

L. Quotes are to be emailed to marcia_fox@nps.gov by Jan. 18, 2019 2:00 pm MST. Quotes will not be accepted via FedConnect.

M. All questions must be in writing. Questions will not be accepted via phone or FedConnect. All questions are to be emailed to marcia_fox@nps.gov by Jan. 11, 2019 12:00 pm MST in order to provide NPS time to respond before the quote deadline of Jan. 18, 2019 2:00 pm
