INTRODUCTION

The Army Contracting Command Aberdeen Proving Ground Division E, in support of PdM Aerial Communications and Mission Command (PdM ACMC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for engineering services to address obsolescence of components of the AN/ARC-220. The intention is to procure these services on a competitive basis


THIS IS A SOURCES SOUGHT TO IDENTIFY POTENTIAL SOURCES. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, SOLE SOURCE and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

PROGRAM BACKGROUND


The Product Manager (PdM) Aerial Communications and Mission Command (PdM ACMC) has a requirement to provide engineering services to support obsolescence redesign, airworthiness release qualification, Joint Interoperability Test Command (JITC) certification and production readiness reviews for the upgrade to the AN/ARC-220 (Army-Navy/Aviation Radio Communications-220) HF radio.


REQUIRED CAPABILITIES


The AN/ARC-220 HF Radio System is a microprocessor-based communications system that uses advanced digital signal processor (DSP) technology. The AN/ARC-220 receives and transmits on any one of 280,000 frequencies spaced at 100-Hz steps in the high frequency band. The contract requirements include engineering services on the following, C-12436/URC (NSN 5821-01-413-4234), RT-1749/URC (NSN 5821-01-413-4236), and AM-7531/URC (NSN 5996-01-415-8673) and their respective subcomponents to include Full Qualification Testing on software for Airworthiness release and Joint Interoperability Test Command Certification. This market survey does not constitute a solicitation and shall not be construed as a commitment by the Government. The technical data package (TDP) for hardware and software is not available from the Army. Suppliers capable of furnishing these services must so indicate in writing to PdM-ACMC Field Office, ATTN: SFAE-AV-AMSA-ACMC (Nieves), 6560 Surveillance Loop BLDG 6007 F3-140-123 Aberdeen Proving Ground, MD 21005.


Presently, the only known source is Rockwell Collins, 400 Collins Road Ne, Cedar Rapids, IA 52402.


ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)


Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The responses must include documentation such as drawings, test results, and other technical information demonstrating that the supplier can provide the complete required hardware, software and services. The deadline for response to this request is no later than 2 pm, ET, 24 July 2019. All responses under this Sources Sought Notice must be e-mailed to alex.nieves.civ@mail.mil.


The estimated period of performance consists of 24 months with performance commencing in October 2019.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to Alex Nieves in either Microsoft Word or Portable Document Format (PDF), via email, alex.nieves.civ@mail.mil. Subject line must read: RFI/SSA ARC 220 Engineering Services "Company Name"


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
