The U.S. Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL on behalf of the Product Director Demilitarization, Picatinny Arsenal, NJ, and Joint Munitions Command (JMC) Rock Island, IL is conducting market research to identify potential sources that possess the capabilities, experience, and expertise necessary for fabrication of Ammunition Peculiar Equipment (APE) 1992, Intermodal Container Rotator.
 

The applicable Technical Data Packages (TDP) are included with this sources sought. Interested sources shall be able to manufacture the APE in accordance with the TDP. These TDPs have been assigned Distribution Statements that contain information that has been designated as Military Critical Data. Businesses are required to be certified by the Department of Defense, United States/Canada Joint Certification Office. If interested parties want to become certified in order to receive the TDPs for this sources sought they must fill out a registration form at: http://www.dlis.dla.mil/jcp. To obtain the TDPs for this sources sought, the interested party must request explicit access. An interested party must submit a copy of the certified registration from (DD form 2345), Military Critical Technical Data Agreement. Restricted technical data will not available to an offeror who has not been certified.


Interested parties should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to provide all the necessary material, equipment, property, and personnel to manufacture these items.


Interested sources shall provide responses that contain the following information:


a. Name of company and CAGE code;
b. Point of Contacts name, telephone number and E-mail address:
c. Company address
d. Business size information;
e. Identification of whether you are interested in this opportunity as a prime or a subcontractor;
f. A brief summary of the company's capabilities (to include descriptions of facilities, equipment, skills and personnel) experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the manufacturing of these items;
g. A Rough Order Magnitude (ROM) of the cost, to include any assumptions used to develop the ROM for APE 1992 - Intermodal Container Rotator (1 each)h.
h. A ROM of the lead time needed for have the APE 1992 - Intermodal Container Rotator ready for shipment (1 each)
i. Details regarding experience with similar efforts/items;
j. Identification of potential sources for major subcontractors if the source intends to utilize a subcontractor(s);
k. Identification of additional equipment needed, lead time to obtain and install such equipment.


Please include any assumptions made, that have not been otherwise identified, or any additional information you feel might be useful to the U.S. Government if they choose to go forward with an RFP.


This sources sought is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government will not reimburse any respondent for any effort or information submitted in response to this sources sought.


All interested parties shall provide all information requested in this notification by 3:00 PM Central Time on 06 August 2018 by electronic mail at no cost to the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market research.
