The U.S. Army Corps of Engineers, New England District is issuing this Invitation for Bids for the Maintenance Dredging of the Gloucester Harbor and Annisquam River, Gloucester, Massachusetts. This procurement will be 100% Small Business Set-Aside. The NAICS code for the work is 237990 with a size standard of $27.5M. Dredging operations are expected to take two seasons and shall occur between October 1 and January 31 during the years dredging is performed, to minimize impact to natural resources in the area. The estimated construction cost is $5,000,000 to $10,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District.
The location of work to be performed under this contract shall be within the Congressionally-authorized Annisquam River Federal Navigation Project, located in Gloucester, Massachusetts. The proposed project would consist of dredging approximately 140,000 cubic yards (cy) of sand to remove shoals from the channel, and part of Lobster Cove anchorage, with placement of the dredged material at Ipswich Bay Nearshore Disposal Site and Gloucester Historic Disposal Site.
This solicitation includes an option item for dredging of approximately 50,000 CY of silt sediments to be disposed of in Mass Bay Disposal Site.
The solicitation for this work includes a definitive responsibility criteria requiring that the low bidder demonstrates that the prime contractor or subcontractor responsible for dredging has successfully dredged one (1) project in a coastal area with near shore disposal within the last ten years. Contractors interested in bidding this project shall have experience with near shore disposal sites. Near shore disposal sites typically range from -15 to -30 ft MLLW and require precise placement of material at a series of target coordinates within the site with the objective of spreading material uniformly across the site without building up mounds that could impede safe navigation.
Firms may use subcontractor experience to demonstrate experience with the Definitive Responsibility Criterion, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience with the Definitive Responsibility Criterion shall be the same as the role for that team member under this procurement. The Government will request supporting documentation from the bidder anticipated to receive the award.
