This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE), New Jersey intends to establish a Basic Ordering Agreement (BOA) and issue delivery orders on a non-competitive basis to Telephonics Corporation.  This BOA is intended for hardware and repair procurements in support of the AN/TPX42A (V) Shipboard Air Traffic Control (STC) System and its subassemblies for NAVAIR, St. Inigoes. AN/TPX-42(V) Shipboard Air Traffic Control (ATC) System provides air traffic controllers aboard CV, CVN, LHA, and LHD class ships, and at naval stations, with automatic updates of Identification Friend or Foe (IFF) beacon and radar tracks within a 60 nautical-mile radius.   

THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis to Telephonics Corporation under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Telephonics is the original designer, developer and manufacturer of the AN/TPX-42A(V) Shipboard ATC System Radar Data Processor and is the only source with the requisite knowledge, experience and technical expertise to satisfy the requirements.  The Government does not possess the technical data package to allow for a competitive procurement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
