This notice is provided by the Air Force Life Cycle Management Center, Air Dominance Division, AIM-120 Development Branch (AFLCMC/EBAD) to announce its intent to solicit and award a contract under the authority of FAR 6.302-1 to Raytheon Missile Systems, 1151 E. Hermans Road, Tucson AZ, 85756, for establishing a capability for the Raytheon Weapon Server (RWS) to provide test credible air-to-air missile representation for the F-35 Block 3F Initial Operational Test and Evaluation (IOT&E).  The primary objective of this effort is to install, verify, and validate the integration of the RWS into the F-35 JSE located at NAVAIR and the Air Force's Simulation and Analysis Facility (SIMAF) at Wright Patterson AFB, OH, for support of the F-35 Block 3F IOT&E.  


Pursuant to these activities, the contractor shall verify that the integrated code operates properly, validate the integrated code meets it's intended purpose (for example, operates as an AMRAAM missile in the JSE environment), provide training to NAVAIR and SIMAF personnel to operate the model, provide user level documentation including exposed interfaces to allow the Government to understand the integration requirements, and support Block 3F IOT&E activities with an available help desk and limited on-site support.

In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.  Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the AMRAAM program activities.  Responses must be received within 15 calendar days after the posted date of this synopsis. 

An ombudsman has been appointed in accordance with AFFARS 5352.201-9101.  Before consulting with the ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.  If resolution cannot be made by the Contracting Officer, the interested party may contact the Ombudsman (Interim), Ms. Jill Willingham, Acquisition Program Management Division, (AFLCMC/AQP), Wright Patterson, AFB, OH, 937-255-5472.
