The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for Contractor Support Services (CSS) personnel to provide engineering, administrative, business, information technology, logistics, and engineering management support for Airborne Anti-Submarine Warfare (ASW) Systems Engineering Division (AIR-4.5.14) located at Patuxent River, MD and its sister divisions.  The services required will be in support of legacy and new acoustic and non-acoustic sensors, systems and subsystems for naval air platforms and to improve existing maritime patrol and reconnaissance mission systems. Services will be in support of unclassified and classified programs across all phases of the acquisition process including research and development, aircraft and ordnance systems procurement and sustainment, system/platform development and integration, sustainment, continued verification, and training as required.  Refer to the attached Statement of Work (SOW).

The Government intends to solicit and negotiate a competitive contract with ONLY registered small business companies.  Please note that under a Small Business Set-Aside, the small business offeror must meet the requirements at FAR Clause 52.219-14, Limitations on Subcontracting (DEVIATION 2019-O0003). The location of performance is primarily at Patuxent River, Maryland but will also require off-site performance at the contractor's facility, as required by the Government.  The resulting contract will be a non-performance based, Cost-Plus-Fixed-Fee (CPFF) level of effort, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an ordering period of 5 years estimated from March 02, 2020 through March 01, 2025.    

The Product/Service Code (PSC) for this procurement is R425, CSS Engineering and Technical.

The NAICS Code is 541330 (current size standard of $41.5M). 

To be eligible to receive the award based on these requirements a contractor must be registered in the System for Award Management (SAM) - NO EXCEPTIONS.  To register, contractors may apply through the internet at http://www.sam.gov. ;
