AIR VEHICLE (AV STARTER), AV TRANSPORTATION CART, AND AV WEIGHT & BALANCE PROCUREMENT OF NON-RECURRING ENGINEERING (NRE) EFFORTS IN SUPPORT OF THE RQ-21A UNMANNED AIR SYSTEM (UAS)
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with Insitu Inc. for a firm-fixed-price Delivery Order modification under Basic Ordering Agreement N00019-12-G-0008 for the procurement of support for the modification of the following: (1) Air Vehicle Starter; (2) Air Vehicle Transportation Cart, and (3) Air Vehicle Weight and Balance for the RQ-21A weapon system.
This Delivery Order modification provides for the procurement of Non-Recurring Engineering (NRE) efforts in support and preparation of Part 2 of a two-part ECP process which is required prior to the approval of a Class I ECP.
The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
