Air Conditioning Equipment and Direct Digital Control (DDC) Systems Maintenance and Repairs at Various Locations, Oahu, Hawaii. The work includes, but is not limited to, providing maintenance, repair, and alteration of installed Air Conditioning Systems to ensure they are fully functional and in normal working condition.. The Contractor shall develop, implement, and execute a Service Order, Maintenance Program, Inspection, and Testing Program to maintain and repair installed Air Conditioning Systems. The Contractor shall maintain all maintenance, repair, and alteration data and warranty records in the technical library. The Contractor shall provide all necessary test instruments, equipment, and tools required to perform maintenance and repair.
The Contractor shall receive service orders (routine, urgent and emergency). The Contractor shall schedule and perform service orders in a way that minimizes disruptions to customers and Government operations. Service order work may include repairs to existing facility assets and equipment as well as newly installed facility assets and equipment, work to facilities and structures located on the installation but not listed in the facilities listing, facilities and equipment that are not maintained through a recurring work schedule or program, labor hour support for non-contract projects, and other work requirements. The Contractor shall respond to emergency service orders and arrest emergent conditions to minimize and mitigate damage to installed Air Conditioning Systems and danger to personnel.
The Contractor shall perform emergency service orders 24 hours a day, seven days a week throughout the contract period. The Contractor shall develop and implement a PM program for all types of installed Air Conditioning Systems to include cooling towers and closed circuit coolers serving low pressure/high pressure air compressors for critical cooling of spaces that house sensitive electronics. PM Program shall include the Direct Digital Control (DDC) Systems and water analysis and treatment services to ensure proper operation, to minimize breakdowns, and to maximize useful life.

Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 238220 and the annual size standard is $15,000,000.00.
The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. IDIQ work will be issued via the DOD EMALL, a web-based ordering system, using Government purchase cards. This contract will replace a contract for similar services awarded in 2014 for $1,169,728.68. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available.
All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. Based on market research, there is a reasonable expectation that offers would be obtained from at least two responsible 8(a) concerns. Since the requirement is currently in the 8(a) program, the solicitation will be issued as an 8(a) competitive set-aside. The NAVFAC Hawaii small business office concurs with the set-aside determination.

The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Proposal receipt date is approximate.
