This requirement is to provide non-personal support services for the AFSAT organization. Services include providing administrative support, project management, assistant program management and mission specific program management, financial management and country specific executive services support. The contractor shall provide technically qualified personnel to provide support and assistance required to meet the objectives and accomplish the required work. Possess a Facility Clearance. Contract provided employees should fall under eight basic job descriptions/levels.
(1) Level 1 - Administrative Support Services
(2) Level 2 - Project Management Services
(3) Level 3 - Assistant Training Program Management Services
(4) Level 4 - Mission Training Program Manager Services
(5) Financial Management (FM) Assistant Level 1
(6) FM Assistant Level 2
(7) FM Assistant Level 3
(8) Country Specific Executive Services

This is a Request for Information (RFI) as defined in FAR 15.201(e). The purpose of this RFI is to obtain market information and assess industry capabilities to help the Air Force Installation Contracting Agency (AFICA) 338th Specialized Contracting Squadron (SCONS), PKB Other Command, determine if there are eligible 8(a) companies capable of performing the requirements of contracted manpower support for Air Force Security Assistance Training Squadron (AFSAT) located at Joint Base San Antonio (JBSA)-Randolph, TX. This RFI shall not be construed as a formal solicitation, request for quote/proposal or an obligation on the part of the Government to acquire any product or service. Responses to this RFI are not offers or quotes and will not be accepted by the Government to form a Blanket Purchase Agreement, delivery/task order, or binding contract of any nature. Participants are advised that only U.S. Government Contracting Officers are legally authorized to commit the Government to the obligation of funds. An RFI does not guarantee a solicitation will be issued. Submission of any information in response to this RFI is completely voluntary and costs associated with any submission shall not be reimbursed by the Government. The Government will not respond to or conduct formal debriefings to businesses as part of this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified and portion marked. GENERAL INFORMATION:


The AFICA 338th SCONS/PKB is seeking sources and requesting information from eligible 8(a) concerns regarding their qualifications pertaining to this requirement. AFSAT and 338th SCONS plan to hold Oral Presentations where qualifications are to be presented based on the capability statements submitted in response to this RFI. The NAICS Code for this requirement is 541611 - Size Standard $15M - Administrative Management and General Management Consulting Services. The Government intends to set subject requirement aside for an 8(a) sole source but is seeking vendors that may be able to perform this requirement in order to support a competitive
procurement under the U.S. Small Business Administration (SBA) 8(a) Business Development Program.


 
If your firm is capable of providing these services per the requirements described, please submit a Capability Statement no later than (NLT) 27 February 2018, 3:30 pm central time, this information will be reviewed and qualified 8(a) contractor's will provide a capability briefing. The Contracting Specialist will schedule the Capability Briefing either Thursday, 1 March 2018 or Friday, 2 March 2018. The Capability Statement should include general information and historical background describing your firm's experience in contracts requiring similar efforts to meet the program objectives. At a minimum, the following information is requested:


(1) Company name, CAGE Code and DUNS number, address, point of contact (POC), POC current telephone number and email address;
(2) Approximate annual gross revenue;
(3) Small business size status other than 8(a);
(4) Capability Packages should be tailored to the particulars of this effort and address the following:
(a) A technical understanding of the objective of this requirement.
(b) Key Personnel: Does key personnel have previous experience for a similar service?
Past Performance: Does the company have past performance for a similar service?
(c) Past Performance: Describe your firm's relevant past performance experience within the last three years of similar services.
(d) Corporate Experience: Describe your firms work experience similar in nature, scope, complexity, value and difficulty of work in schedule.
(e) Company's current facility clearance and date of expiration.
(5) Indicate whether or not your company would be likely to submit a proposal if a formal solicitation is forthcoming.
