REQUEST FOR INFORMATION 

THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE: It is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice will not be returned. Respondents will not be notified of the result of the review. It is the intent of the Contracting Office to use this for market research purposes only. The Government will not reimburse the costs of preparing to this notice.


The 766th Specialized Contracting Squadron (SCONS) at Joint Base Pearl Harbor Hickam is performing market research to determine the availability, interest and capability of potential sources to provide an Integrated Library System (ILS) to seven (7) Pacific Air Force (PACAF) Libraries for possibly a minimum base period one (1) year with possibility of one (1) option period of 1 year.


DESCRIPTION OF REQUIREMENT: The ILS must be accessible to authorized users from any computer with Internet access (office, home, etc.) on a 24-hour basis.  The ILS shall allow users to perform a single search of all holdings in the libraries (print, non-print, and electronic resources) to include holdings of all PACAF and PACAF library consortium members.  The ILS shall de-duplicate item records (held by the consortium libraries) into one which will indicate on that record what libraries maintain a copy of the item with minimal errors requiring correction.  The ILS will list all the materials in the online catalog as-well-as providing the full-text articles and books available through databases and other electronic resources provided by PACAF and the AF Library Program.  The ILS will build content virtual spaces accessible to all system users, enabling users to obtain information within subject specific areas that represent content contextually and permit contextualized searches.


1.2 Scope: The scope of this requirement is all non-personal management, tools, supplies, equipment, and labor necessary to operate and maintain the commercial Software as a Service (SaaS) ILS for libraries of PACAF.


1.3 Type of Contract: Government will award a Firm Fixed Price contract.


2.0 Specific Requirements:


2.1 User Accessibility and Function:


2.1.1 Unauthorized Users: Unauthorized users shall not have access to the system or any of the data in the ILS.


2.1.2 Security Determination: The ILS security will be determined through user profiles rather than security levels.


2.1.3 Individual & Group Accommodation: User profiles will accommodate groups of users as well as individual users.


2.1.4 User Profile Accessibility Clarity: User profiles will identify the library processes/actions an individual/group can access, to include but not limited to utilities, reports, lists, and over-ride actions.


2.1.5 Prevention of Unauthorized Users: The ILS will have proxy server capability that prevents unauthorized access when connecting to/from the Internet.


2.1.6 Accessibility: The ILS shall provide access to an unlimited number of client PCs. Client PCs may be located in the library, at work, at home, or wherever authorized users have Internet access.  The ILS shall be accessible 24 hours per day, 7 days per week, and 52 weeks per year.


2.1.7 Administrative Access: Quality Assurance Personnel shall have administrative access to the ILS for oversight and reporting purposes.


2.1.8 Single Search Capability: The ILS shall provide single search capability through federated searching with OpenURL link, as well as contextual searching and management technology, allowing users to access content from library materials, the Internet, World Wide Web, electronic databases and other electronic content/services.


2.1.9 Creation of Subject Specific Virtual Spaces: The ILS shall provide the capability to create subject specific virtual spaces (portals) for specific interest groups and/or communities of practice.


2.1.10 Content Management and UI in Specific Virtual Spaces: The subject specific virtual spaces will contain content management and user interfaces based upon state-of- the-art industry standards.


2.1.11 Contextual Searching in Specific Virtual Spaces: The subject specific virtual spaces will permit contextual searching with management technology that allows content access from any source (library materials, web content and other electronic content/services) from anywhere at any time.


2.1.16 Customizability Permissions: Library staffs will be able to profile and modify system parameters based on library requirements without having to program changes; i.e. allowing ILS customization without vendor involvement.


2.1.17 Windows Operating System Compatible. The ILS applications must be compatible with Windows operating system.


2.1.18 Windows-Based Graphical Client: The ILS will use a single Windows-based graphical client that spans all areas of library operations. The client will use technology that streamlines and allows redesign of work tasks on a daily basis as necessary.


2.1.19 Accessing the Graphical Client: Access to the graphical client will be through encrypted passwords maintained on a database that is separate from the database for user records.


2.2 Reporting Requirements:


2.2.1 Report Creation By Element Selection: Reports that can be created through the selection of any element or combination of elements in the appropriate records.


2.2.2 Report Directed to Displays: Reports that can be directed to any workstation for display.


2.2.3 Report Reformat Capability: Reports that can be exported into word processing or spreadsheet applications.


2.2.4 Report Printer Accessibility: Reports shall be able to be printed on a variety of types and brands of printers.


2.2.5 Report Output File Availability: Reports that can be output to an American Standard Code for Information Interchange (ASCII) file.


2.2.6 Report E-Mail Distribution Ability: Reports that can be directed to an e-mail address.


2.2.7 Reporting Availability: The following types of reports shall be made available:


2.2.8 List-Type Reports: List-type reports that meet one or more of the specified criteria.


2.2.9 Statistical Reports: Statistical reports in "column and row" tables of statistical information, combining record counts by record type, and that may be divided by user type.


2.2.10 Notice Reports: Notice reports, created by library customers and/or staff that result in selective or inclusive listing of specified criteria. Includes the capability to print or send (via e-mail) reports.


2.2.11 Printed label reports.


2.2.12 Removal reports.


2.2.13 Housekeeping reports.


2.2.14 Air Force Instructed Statistical Reports: Statistical reports required for the Library Annual Report (LARP) per Air Force Instruction, 34-270, Paragraph 2.11. Statistics must be available for 1 Oct through 30 Sep each year.


2.3 Training:


2.3.1 Training Staff Support: The contractor shall provide unlimited training support to the staffs of the seven (7) PACAF libraries and Quality Assurance Personnel. Possible forms and methods, but not limited to are video and computer-based web training. Travel is not necessary, designated, or a part of the requirement.


2.4 System Standards:


2.4.1 Bibliographic Data Format Support: The ILS must support the following formats for bibliographic data: Machine Readable Cataloging (MARC) 21; Universal MARC (USMARC); United States MARC; Dublin Core; Committee on Scientific and Technical Information (COMMINFO); Commerce, Energy, NASA, NLM, Defense and Interior (COSATI/CENDI)


2.4.2 Library Industry Standards: The ILS must comply with the following Library Industry Standards: American National Standards Institute (ANSI); National Information Standards Organization (NISO); International Standards Organization (ISO); ANSI/NISO Z39.50, Version 3; ANSI/NISO Z39.88; San Antonio Protocol (SAP1); San Antonio Protocol (SAP2); International Standards Organization (ISO) 10160/10161; Simple Internet Protocol (SIP)2; National Circulation Interchange Protocol (NCIP); Electronic data Interchange (EDI); Unicode; Extensible Markup Language (XML); Security accreditation documentation needed for the DoD Information Technology Security Certification and Accreditation Process (DITSCAP).


2.4.3 Cataloging Standards:  Cataloging and Authority Control; Online Public access Catalog (OPAC); Interlibrary Loan; Circulation Control; Reports and Notices; Academic Reserves; Virtual Content Space Builder System


2.1.12 Maintenance and Upgrades: The contractor shall be responsible for all maintenance, license renewals and upgrades of the PACAF ILS at no additional cost to the government.


2.1.13 Enhancements: The contractor shall provide enhancements to the ILS as they become available.


2.1.14 Customer Support: The contractor shall provide customer support when problems are encountered at library locations. Wait times for support on problems encountered shall not exceed 2 hours from initial notification by the library staff.


2.1.15 System Redundancies: The contractor shall provide system redundancies to protect data in the event of a system failure.

RESPONSE TO THIS NOTICE: The Government request interested parties submit a brief statement of capability and experience to provide these services. The Government requires that interested parties at minimum, supply the following information:

a) Name of Company

b) Telephone number, Address, and email address

c) NAICS code and business size (e.g. large business, small business, socio-economic status)

d) Registration in the System of Award Management (SAM)

e) DUNS Number and CAGE code


Please respond to the following questions:

1) Do you have any input, comments, or questions regarding this requirement?

2) Have you provided this type of ILS to another government entity? If so, was it for an individual base library or for several geographically separated library bases that needed the library system to communicate between one another?

3) Can you provide this ILS and maintenance licenses for sustainment under a Government IDIQ/schedule? If yes, please list the contract number(s).

4) Is there migration and training time needed to move from a current ILS? Is there an additional expense for migration and training? If so, state the estimated time and cost for switching/migration and training.

5) Are you able to comply with FEDRAMP, DITSCAP, or any other required accreditations and certifications for Department of Defense SaaS ILS on commercial hosted datacenters?

6) Are you the sole manufacturer and seller of the ILS? Do you have/allow any resellers of in warranty maintenance licenses to allow for sustainment after the initial ILS has been migrated to?

7) Does your system have interoperability with other ILSs? Example, SirsiDynix Symphony ILS?

8) If a contract is pursued by the 766th SCONS, would you be interested/capable in providing these requirements? If yes, how long would you suggest it would take for the preparation of a quote/proposal?

Interested parties should also provide a capability statement on an 8 ½ x 11 inch standard paper via email.
