AFICA Operation and Maintenance (O&M) of Draughon Range, Misawa AB, Japan
This is a pre-solicitation notice for Operation and Maintenance (O&M) service of Draughon Range, Misawa Air Base, Japan, with a basic period (Phase-in/Transition period of 1 month from 1 - 30 Sep 15) plus five (5) one-year option periods (1 Oct 15 - 30 Sep 16 through 30 Sep 17 - 30 Sep 20). Contract operations will provide 1) O&M of Draughon Range Service and 2) O&M of Integrated Air Defense System (ADS) operations for the Pacific Air Forces (PACAF) Joint Deployable Electronic Warfare Range (JDEWR), except for the Government Furnished Properties. Draughon Range is located approximately 12 nautical miles north of Misawa Air Base, Japan. Its land area is approximately 1,892 acres. Draughon Range is Class A, a manned, ground-scoring capable range with a Range Control Officer (RCO) present on range and controlling aircraft operations. Contractor is required to perform RCO roles and responsibilities in 13-hour range window, from Monday to Friday, excluding the federal holidays, at the range for operating ground-scoring and controlling aircrafts, in accordance with AFI 13-212, 35 FWI 13-203 and other applicable agency regulations. Contractor responsibilities include, but are not limited to, range operations support and JDEWR support consisting of planning, scheduling, performance, analysis, feedback on combat trainings sorties, target development and support, maintenance of government-furnished equipment, and all sustainment works other than repair and maintenance of the real property. Contractor is required to perform extensive works to meet the duties and responsibilities of Memorandum of Understanding International between 35th Fighter Wing and 3rd Wing of Japan Air Self-Defense Force.
The solicitation is expected to be issued on or about 27 Feb 15. The closing date and time for submission of offers as well as the date and time for pre-proposal conference/site visit will be contained in the solicitation package which will be made available only on Electronic Posting System (EPS) single government point of entry (GPE) Web Site at http://www.fedbizopps.gov at that time. In order to be eligible for award, registration in the Central Contractor Registration (CCR) database is required at https://www.sam.gov/.
