SOLICITATION


The Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 intends to award a firm fixed-priced (FFP)/cost reimbursement contract for Air Force Credentialing Opportunities On-Line (AF COOL) Purchase Agents.


The Air Force (AF) Credentialing Program Office (CPO) is part of the Community College of the Air Force (CCAF) and is responsible for supporting the AF's efforts to incorporate civilian credentialing opportunities for enlisted Airmen in their personal and professional development and to assist them in transitioning to the civilian workforce. The contractor shall purchase all approved civilian/industry credentialing exams, course materials, exam preparation materials, and exam preparation courses/boot camps through various credentialing agencies and vendors for the AF CPO. Payment of exams, exam preparation courses, and exam preparation materials is for approved enlisted AF Active Duty, Reserve and Air National Guard Enlisted personnel. Civilian credentials and associated preparation tools that may be paid for by the contractor are identified on the Air Force Credentialing Opportunity On- Line (AF COOL) website located in the Air Force Automated Education Management System (AFAEMS), Air Virtual Education Center within the Air Force Portal (https://www.my.af.mil/).


This solicitation will be set-aside 100% for small business concerns. Only offers from small business concerns will be accepted. The proposed solicitation will be assigned the North American Industry Classification System (NAICS) Code 611710 (Educational Support Services), with a size standard of $15,000,000.00. A firm fixed-priced (FFP) with cost reimbursement CLIN contract is contemplated. This is a competitive Performance Price Tradeoff (PPT) best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, DFARS 215.3 and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3 in which competing offeror's combined past performance information will be approximately equal to price.


The Government intends to evaluate offers and award this contract without discussions. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price standpoint. The offeror's proposal response shall consist of four (4) separate volumes; Volume I - Summary and Misc. Data, Part II - Technical Proposal, and Part III - Past Performance Proposal, and Part IV - Past Price Proposal.
