AERIAL HERBICIDE APPLICATION - TABOR FLATS & SNOWSTORM

The Bureau of Land Management (BLM), Nevada State Office has a requirement for the aerial application of herbicide in select locations for control of cheat grass on two project sites. The Tabor Flats project site is approximately 6,419 acres and the Snowstorm project site is approximately 4,385 acres. Project areas are in the BLM Elko District, Elko County NV. The Service Contract Act (SCA) is applicable and the appropriate SCA Wage Decision will be included in the solicitation.

The BLM anticipates issuing single or multiple firm fixed price awards from this solicitation. The BLM's goal is to treat both project areas immediately following award (depending on weather and soil conditions). Contractors may submit a quote for one or both projects, however if interested in both projects contractor must have equipment and personnel to treat both areas simultaneously to meet treatment windows.

The competitive solicitation, 140L3918R0001, is in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry and the size standard is $7.5M (per the SBA's Table of Small Business Size Standards). Contractor furnishes all supplies and must be in accordance with the Buy American Act.

A Request for Proposal (RFP) solicitation package will be available electronically on or about Thursday October 19, 2017 at www.fbo.gov and www.fedconnect.net. Proposals will be due no later than Wednesday November 1, 2017. Potential offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.

Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).

This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
