The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a modification to Raytheon Integrated Defense System (IDS), located in Marlborough, Massachusetts, for the production of Fire Control System (FCS) MK 99 equipment sets in support of FY21-22 DDG 51 Class Shipbuilding Program ship sets and associated engineering and technical services in support of production efforts.

Pursuant to 10 U.S.C. 2304(c)(1), Raytheon IDS is the only responsible source capable of satisfying the Navy's FCS MK 99 and related technical services within the required schedule. Raytheon IDS is the current and only qualified source as the manufacturer, assembler, and test agent for FCS MK 99 capable of performing within the required schedule. Raytheon IDS is the only existing source that has the specific production engineering background, extensive integration and test facilities, prior FCS MK 99 transmitter group experience, and in-depth technical expertise to produce the equipment and services contained within the scope of the production contract and within the required schedule.


Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government to not compete this proposed modification based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only and for the benefit of potential subcontractors. Companies interested in subcontracting opportunities must contact Raytheon IDS directly.
