The Centers for Disease Control and Prevention (CDC), National Center for HV/AIDS, Viral Hepatitis, STB, and TB Prevention (NCHHSTP), intends to award a sole source contract to Emory University, 1599 Clifton Road, Atlanta, GA 30322 for a state licensed medical hospital or clinic with state licensed and experienced clinical researcher with demonstrated performance in processing semen specimens.


The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities and Professional Schools. The period of performance for this procurement is 12 months.

Emory University Center for AIDS Research (CFAR) has the capability to conduct an IRB-approved study and enroll broad cohorts of participants with specific clinical conditions needed for the study aim, collect specimens and send those specimens on the same day to CDC. Other institutions with access to requested participants have been considered; however, their proximity to CDC Roybal Campus is not suitable for rapidly transferring specimens to CDC for the same day lab processing needed by this study.


Emory University has conducted studies involving specimen collections from persons with a spectrum of HIV infection status and engagement in preventative care for the previous 5 years. The Emory CFAR has access to a network of clinics as well as Grady Hospital from which the different groups of individuals can be recruited. This is a successful arrangement among recognized experts to provide specialized service for this study.


Other providers are located far from the CDC Roybal and require shipping specimens overnight to CDC and/or do not have broad access to the participant population required for specimen collections. This is does not meet the study design and requirement to receive specimens within 3 hours for specimen testing research in the Roybal laboratory.


As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Emory University. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 19-Q-70692 referenced in the subject line NO LATER THAN July 31, 2019.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
