The A/P-25S-5B is a pyrotechnic pen flare designed to penetrate through foliage and emit a visible report for identification by search and rescue personnel. The A/P-25S-5B Personnel Distress Signal Kit consists of a handheld launcher assembly and an attached bandolier assembly which contains a plastic molded  bandolier holding seven red signals. This kit is used by downed airmen or others exposed to  emergency escape and evasion situations to signal distress. An illustration of this kit is provided
as an attachment for better visualization of this requirement. For different stages of the manufacturing process, special inspection and test equipment is required to ensure that the final  product complies with Government requirements. The Contractor will be required to successfully  conduct First Article Acceptance and Lot Acceptance tests on the items listed above. The signal is  procured to a Government Technical Data Package (TDP).


The acquisition strategy for this item is a 100% Total Small Business set-aside using Best Value  source selection procedures, resulting in a single firm fixed priced five-year Base and Options type Contract using range pricing.

The technical data package (TDP) is classified as Distribution D limited distribution. This TDP  contains technical data whose import is restricted by the Arms Export Control Act, (Title 22, U.S.C., Sec 2751 et seq.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. App 2401 et seq. Violations of these export laws are subject to severe criminal penalties.  Disseminate IAW provisions of DoD Directive 5230.25. Offerors must be registered with the  U.S./Canada Joint Certification Office to obtain the TDP. The response date listed above is for  archive purposes only and is NOT the date in which offers are due. The date offers are due will be  identified in the solicitation. Estimated solicitation issue date is 7 October 2019. This is an  estimated date only and is subject to change.


This solicitation will be issued electronically in accordance with FAR 4.5, 5.102 and 14.205-1 (a),  therefore hardcopies will not be provided. NOTE: This solicitation will be issued electronically as will any amendments thereto. Because of  this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing  list. It is therefore incumbent upon any interested parties to periodically access the above  internet address in order to obtain any amendments which may be issued. Failure to obtain any said  amendments and to respond to them prior to the date and time  set for receipt of proposals may  render your proposal non-responsive and result in the rejection of it.
