Naval Air Systems Command (NAVAIR) intends to negotiate and award a Basic Ordering Agreement (BOA) to BAE Systems Aerospace & Defense Group, Phoenix, AZ, for the manufacturing of the A/P22P-20 Parachute Survival Ensemble (PSE), subsystems, related assemblies, components, Program Management, Engineering and Logistics Support Services, and related supplies and services for the U.S. Navy as well as for Foreign Military Sales (FMS) countries. The period of performance of the BOA is five (5) years after date of award.

BAE is the sole designer, developer, manufacturer and integrator of the PSE. BAE has the experience, special skills, proprietary technical documentation, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services. Accordingly, BAE is the only known qualified, responsible source that can fulfill the requirements specified herein. The proposed BOA is for potential future Orders for the supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements.

Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contracts based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
