SCOPE OF WORK
Provide professional Architect/Engineer (A/E) Services to update the existing Statement of Conditions and Fire Protection Drawings for the VA Gulf Coast Veterans Health Care System. This is to include preliminary services, investigative work and study providing a written report of findings, life safety documentation, and updated fire protection drawings for the VA Medical Center located in Biloxi, MS (Buildings 3, 14, 15, 19, 25, 29 and 30), the Joint Ambulatory Care Center (JACC) located in Pensacola, FL, the Panama City Clinic (PCY) located in Panama City Beach, FL and the Eglin Out Patient Clinic.
The work required is listed as follows:
Contractor shall perform a survey of Buildings 3, 14, 15, 19, 25, 29 and 30 at 400 Veterans Avenue, Biloxi, MS, Veterans Affairs Medical Center; the Joint Ambulatory Care Center (JACC) located at 5960 W. Highway 98, Pensacola, FL and the Panama City Clinic (PCY) located at 2600 Veterans Way, Panama City Beach, FL and Eglin Out Patient Clinic, 100 Veterans Way, Eglin AFB, FL 32542 for determination of compliance with the NFPA Life Safety Code.
The survey report for each building shall include recommendations for the appropriate occupancy classification for each section of each building, evaluate existing fire and smoke barrier walls and make recommendations to decommission the walls and cross corridors that are no longer required, conduct a random survey (10%) of fire and smoke barrier walls above accessible ceilings to confirm location and construction (denote on redline drawings wall deficiencies for future repair), report deviations from NFPA 101 for development of work orders and Long Term Corrections.
Contractor shall, while on-site, review stations electronic Joint Commission data and assist in updating the data.
Contractor shall review and incorporate into documentation all site-specific Life Safety equivalencies approved for the healthcare system.
Contractor shall review and note VA specific variances/interpretations of the Life Safety code.
The following data will be presented using a Microsoft Word format:
Statement of their qualifications, building description (including height, size, construction classification and occupancy).
The report shall include information by the station regarding any equivalencies approved by The Joint Commission.
Small scale floor plan drawings showing current room layouts, fire walls, smoke compartment names or designations and occupancy classification for each floor, identify suites, exit signs, fire extinguishers, hazardous rooms and key note any special life safety measures. Provide recommendations on corrections of any non-compliant items that are relatively straight forward to resolve.
Prepare a list of long-term corrections in the draft submittal for any items that are not correctable under the station work order system. All minor deficiencies that are best corrected through normal maintenance efforts or work orders are to be provided to station in a form of a letter or lists. The minor deficiencies are to be included only in the draft statement of conditions documents. The contractor is to provide three draft copies of the life safety documentation for review and provide follow-up technical support by phone or electronic mail on fire safety related issues up to the time of the subsequent update of statement of conditions for a total of no less than 12 hours of technical support and availability.
Contractor will provide one master and two numbered copies of the life safety documentation and a CD of the final documents and drawings (PDF & AutoCAD), update the electronic Joint Commission data to reflect the final report, upon completion of work provide an exit conference to discuss findings.
Station is to provide CD containing most current electronic drawings in AutoCAD and current fire and smoke barrier walls. Draft report will be prepared for station review in no less than 30 days of completing the site survey. Final report is to be submitted to station within two weeks after receipt of final review comments.
Contractor shall provide an exit conference after all surveys are completed with the Biloxi VAMC Safety, Engineering, and Leadership staff to discuss findings and trends for a total of two hours.
Contractor shall prepare and develop AutoCAD drawings that represent the locations of fire extinguishers and/or exit signs located during the building survey for each building.
Contract Time
All work shall be completed within 120 calendar days after the Notice to Proceed is received by the contractor.
Work shall be performed during the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, exclusive of Federal Holidays. Some work outside of normal hours of operations may be necessary and must be coordinated with the Contracting Officer Representative (COR).
Protection of Existing Structures, Equipment, Utilities and Improvements:
Contractor shall preserve and protect all structures and equipment on or adjacent to the work site. Contractor shall take all measures and provide all materials necessary for protecting and preserving existing equipment and property in affected areas of installation against dust, debris, and physical damage, so that equipment and property in affected areas of installation against dust, debris and physical damage, so that equipment and affected areas to be used in Medical Center operations will not be hindered. Essential and life safety systems shall be continuously maintained and not interrupted without prior written notice and approval from the VA Medical Center.
