SOURCES SOUGHT SYNOPSIS:
Solicitation Number: AESourcesSoughtHillAFB

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541310 which has a corresponding Size standard of $7,500,000.00. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. Program Details: Hill Air Force Base (AFB), AFSC OL:H PZI Operational Contracting Office plans to procure Architect and Engineering (A-E) Services in accordance with Federal Acquisition Regulation (FAR) Part 36. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work A-E services required for the contract. The services will consist of, but not limited to: (1) Alteration and repair of grounds, roads, buildings, and structures; (2) Alteration and repair of utilities; (3) Alteration and repair of various types of mechanical systems, to include HVAC and associated controls, fire protection, steam plants, steam distribution and piping, waste treatment, and other mechanical systems; (4) Alteration and repair of various types of lighting and power distribution systems; (5) Feasibility, traffic, and other studies; (6) Conceptual renderings; and (7) Topographical and geodetic surveys. Services will be for support of Hill AFB, Little Mountain Test Annex, and Utah Test and Training Ranger (UTTR). This requirement also includes Title II, A-E services for Inspection of Construction Services. The Engineering capabilities include Construction Inspection, Pre-Construction Design, and review and constructability consultation for Design Build & Construction projects. Hill AFB, Operational Contracting Office anticipates a subsequent solicitation and potential award of five-to-six Firm-Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, to firms within a 50 mile radius of Hill AFB, UT. Anticipated ceiling of each individual IDIQ is $2,500,000.00. The contract period of performance for all contracts will be for five years.

3. Requirement: Offerors responses to this Sources Sought shall be limited to ONLY 5 pages and shall consist of the following:

3.1 Offerors name, address, point of contact, phone number, e-mail address, NAICS, DUNS, and small business size status.

3.2 Offerors Statement of Capability to perform an IDIQ contract of this magnitude and complexity. Your firm shall identify whether work was independently completed as a prime contractor or affiliated with another contractor (join venture or as subcontractor). If your role was as a subcontractor, describe the services your company provided. For each project listed, provide a brief description of the project, customer name, date of performance, and dollar value of project.

3.3 Offerors shall not provide a SF 330 in response to this Sources Sought announcement.

4. Interested offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 4:00 pm (MST) 10 February 2017.
