PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.
NASA Ames Research Center (ARC) intends to award a one-time sole source contract to Wittenstein Aerospace & Simulation Inc., located at 1249 Humbracht Cir. Bartlett, IL. 60103-1606. The Government intends to negotiate with one source under the authority of FAR 6.302-1.
The intended procurement is classified under NAICS code 336413.
ARC's Aeroflightdynamics Directorate (AFDD) is developing a second system integration laboratory (SIL) which will be located at AFDD's sister organization the Applied Aviation Technology Directorate (AATD) at Ft. Eustis, VA. The SIL provides an environment to perform development and simulation testing prior to flight test on the EH-60L Black Hawk helicopter. The SIL requires a control loading system and corresponding software that is identical to those currently in use by the AFDD. The control loading system and its software are proprietary of Wittenstein Aerospace & Simulation Inc. Therefore, the Government intends to negotiate and award a sole source contract with Wittenstein Aerospace & Simulation Inc. to fulfill this requirement.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 5:00 pm, EST, September 21, 2017 by email to the attention of Daniel Paden Chang, Contract Specialist, at daniel.p.chang@nasa.gov. Facsimile offers will not be accepted. Telephone requests will not be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
