This notice provides details of a project to be completed at Kingsville Plant Materials Center. The Natural Resources Conservation Service (NRCS) will request Quotes to solicit for award of a firm Fixed Price (FFP) contract to build/install an 8' high game fence.

This is a Request for Quote solicited using the simplified acquisitions procedures of FAR Part 13;


The estimated magnitude of construction is Less than $25,000.


The NAICS Code is 237990, Other Heavy and civil Engineering construction. The Small Business Standard Size for this NAICS is 36.5M.


SET ASIDE STATUS: 100% Total Small Business Set Aside (Note: This construction requirement is reserved exclusively for small business participants only).


The Product Service Code is Y1KZ.


The following notes apply to this acquisition:


One (1) Fixed-Price (FP) contract award shall be issued for the aggregate of all items to a Responsible Offeror to the most advantageous quote offer based on Solicitation requirements;


A Site Showing will be held for this project. A site showing is scheduled on July 24, 2019. Information related to the site showing will be addressed in the solicitation package. This will be the only site showing held for this project. No additional site showings will be scheduled.


Interested offerors may register at www.fbo.gov to receive notification when the solicitation and any amendments are issued and available for downloading. All responsible sources may submit an offer which shall be considered by the agency. Date and time to received quotes will be found in the solicitation documents.


All contractors must be registered in the System for Award Management (SAM) website prior to being awarded a federal contract. Detailed information about SAM is available at www.sam.gov. It is recommended that interested vendors register as early as possible during the solicitation process as to not to delay the award process.


The Successful Offeror may be required to attend a post award conference;


Written procedures shall be utilized;


Payment security (i.e. payment bond or irrevocable letter of credit) shall be required after award is issued to the successful offeror;


This project constitutes a Federal construction requirement that shall be directed by a U.S. Government Agency. NRCS Kingsville Plant Materials Center shall be acting on behalf of the US Government.


All applicable Solicitation documents (including plans, maps, specifications, material requirements, etc.) shall be available for in this email notification;


All future updates, status, changes and information related to this acquisition shall be available via email under this posting; and


This procurement is being handled by the USDA Farm Production and Conservation, Section 3 Contracting located at the USDA NRCS MARYLAND STATE OFFICE on behalf of the USDA NRCS KIKA DE LA GARZA PLANT MATERIALS CENTER, KINGSVILLE, TEXAS.


QUOTES SHALL BE MAILED AND RECEIVED BY THE USDA NRCS MARYLAND STATE OFFICE PRIOR TO THE RECEIPT DEADLINE. ANY QUOTE RECEIVED AFTER THE EXPRESSED DEADLINE SHALL NOT BE CONSIDERED FOR AWARD. WHEN SUBMITTING YOUR OFFER TAKE THIS INFORMATION INTO CONSIDERATION.

52.212-2 Evaluation-Commercial Items.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Capability: offeror must provide a short narrative about their capability to provide the items in the SOW; how they propose to conduct the work; capability to provide the personnel; estimate the number of days to complete the work; warranty; training offered (#of days). Provide a copy of the TX Irrigator License. If work is to be subcontracted, provide subcontractor information.
2. Price: Offeror will return Attachment 2 - Pricing and Certifications: USDA seeks to obtain the offeror's best price based on its evaluation of discounts, terms, conditions, and concessions offered to commercial customers. In an effort to receive the highest quality service at the lowest possible price, the government requests all available discounts on all services offered for this requirement.
3. Past Performance: Provide a list of the prior experience of the last three jobs similar to this requirement, POC, phone number and email. If work will be subcontracted, provide name of subcontractor and past performance information.
Technical and past performance, when combined, are equal to price.

Failure to provide the information will be grounds to not accept quote.
