INTRODUCTION

The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of NSWC IHEODTD G21, is issuing this sources sought synopsis as a means of conducting a Market Research Survey to identify potential sources having an interest in and resources to manufacture the 76mm L62-PF-IM6-OES cartridges (NSN: 1315-15-195-7944) compatible for use in the 76/62 Super Rapid (SR) Gun Mount.


Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND


The Government requires sources for 76mm L62-PF-IM6-OES cartridges compatible for use in the 76/62 SR Gun Mount.


REQUIRED CAPABILITIES


The Government requires the production and delivery of 76mm L62-PF-IM6-OES cartridges, to be delivered within 15 months after initial contract award. The manufacture/production/delivery of these cartridges includes all components and Load, Assemble and Pack (LAP).


Respondents should provide the following capability information:
a) A summary of the respondent's technical capabilities as they relate to the manufacture of this item
b) A description of the respondent's available packaging configurations for this item
c) Manufacturing/production history for the requested item
d) A description of the respondent's production lead time as it relates to this requirement


Non-Developmental Item. The 76mm L62-PF-IM6-OES should be a non-developmental item to the maximum extent possible. Please identify if this is a Non-Developmental Item or a Commercial Item, as applicable.


SPECIAL REQUIREMENTS


The Security Classification for this requirement is as follows: unclassified.


ELIGIBILITY


The applicable NAICS code for this requirement is 332993. The Product Service Code (PSC) is 1315. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package (no more than twenty 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating the ability to provide the products/systems listed above. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Maria Robertson, in either Microsoft Word or Portable Document Format (PDF), via email to: maria.k.robertson.civ@mail.mil no later than 12:00 p.m. EST on 23 January 2017 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.


If your organization has the potential capacity to provide the required products/systems, please provide the following information:


1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization;


2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


3) A corporate point of contact, phone number, email address, and website (if available).


4) Identification of business size (and any socio-economic considerations), NAICS code, cage code, and DUNS number.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.


E-mail submittals must be restricted to a maximum file size of 15MB and should be in MSWord or PDF format. Do not send large files compressed using Winzip as files with this extension will be automatically blocked by the Government's mail server.


The contract type is anticipated to be firm fixed-price.


All questions must be submitted to the email address identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice.
