7 FSS Car Wash Refurbishment
The 7th Contracting Squadron of Dyess Air Force Base is in the process of competitively evaluating quotes for a 7th FSS requirement. The 7th FSS plans to gut the current car wash and replace it with new equipment for a functional self service manual car wash. The requirement shall include demolition and removal of the existing car wash equipment, purchase and installation of new car wash equipment, and cleaning of car wash including the mechanical room and vacuum area in accordance with the Statement of Work (SOW).
A site visit will take place at Dyess AFB, TX on May 24,2018 at 10:00 A.M. (CST). Please email norena.phillips@us.af.mil to attend the site visit, with names of those attending, including company information no later than May 23, 2018 at 12:00 P.M (CST).
All questions pertaining to this requirement not asked at the site visit, must be emailed to norena.phillips@us.af.mil and received no later than 30 May 2018, 12:00 P.M. (CST). Answers to all questions will be posted on FBO.gov no later than 5 June 2018, 10:00 A.M. (CST).
PAST PERFORMANCE QUESTIONNAIRE INFORMATION: The Past Performance Questionnaire (see Attachment 1- Past Performance Questionnaire) must be filled out by the hiring Organization and emailed directly to norena.phillips@us.af.mil by 5 June 2018, 10:00 a.m. (CST).
Evaluation of Offers: The evaluation for this acquisition will be based on a past performance tradeoff (PPT), please refer to Table 1 and Table 2 in the attached 18-Q-0052 Combo FSS Car Wash Refurbishment. The offeror's past performance will be rated significantly more than the proposed price. The offeror's proposed price will be evaluated for completeness and reasonableness. Unrealistically low or high-proposed prices, initially or subsequently, may be grounds for eliminating the offer from either on the basis that the offeror does not understand the requirement or the offeror has made an unrealistic offer. By signing its offer, the offeror certifies that each price stated on each CLIN includes an appropriate apportionment of all costs, direct and indirect, all state and local taxes, overhead, and profit.
