Contractor shall provide professional construction services to include a complete renovation for the In-Patient Pharmacy IV Prep Area, Building 1 Ground Floor at the VA Connecticut Healthcare System, 950 Campbell Avenue, West Haven, CT 06515 to bring it into compliance and meet current United States Pharmacopoeia Chapter 797 (USP 797) Pharmaceutical Compounding Sterile Preparations and USP 800 Hazardous Drugs Handling in Healthcare Settings as required by drawings and specifications. All work shall be performed in accordance with all laws, ordinances, building codes, rules and regulations applying to the work, including, but not limited to VA, Federal, State, County, City, Industry Design Guides, codes, standards, regulations and policies. Contractor shall work with the COR to minimize construction impact to the daily operations of the West Haven VAMC.

The construction cost range for this project is between $2,000,000 to $5,000,000. The applicable NAICS Code is 236220 and the size standard on $36.5 Million. Award will be based per FAR Part 15.101-1 Best Value Continuum where a tradeoff is appropriate when it may be in the best interest of the Government to consider award to other than lowest priced offeror or other than the highest technically rated offeror. All evaluation factors other than price, when combined, are significantly more important than price. Evaluation Factors will include Technical Evaluation of Experience, Past Performance and Price.

The solicitation package shall be available after 8/15/19. The date for receipt of offers will be scheduled for 30 calendar days after issuance of the solicitation. All relevant solicitation documents, including specifications, drawings, may be accessed for download on the date of issuance at the following website: http://www.fbo.gov. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued.

All offerors must ensure registration is active, current and accurate in SAM. Offerors must be both VISIBLE and VERIFIED by the Department of Veterans Center for Verification and Evaluation (CVE).
