Combined Synopsis/Solicitation Announcement
NCO 16, Division II Supply Team, Overton Brooks VA Medical Center, Shreveport, LA is seeking to award an Open Market Purchase Order IAW FAR 13.5 for the Purchase and Installation of Surgical Lights and Booms for Six Operating Rooms and an Anesthesia Room. This procurement is conducted under NAICS 339113, Medical and Surgical Appliance Equipment Manufacturing.
This is a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. In order to qualify for this set-aside, firms must have active SDVOSB registration in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/ .
In order to qualify for award, firms must be the OEM of the item quoted or provide in writing from the OEM authorization to distribute the OEM s equipment.

A Site Visit will occur on 12 December at 9:00am Central Time at the Overton Brooks VAMC, 510 E. Stoner Ave., Shreveport, LA in the main Medical Center building, room 3W18. Interested vendors should attend to submit questions to assist in developing their quotes.

Statement of Work:

The Operating Room Lights-Booms-Integration systemB is for visualization and image management for open and minimally invasive surgical procedures within the operating rooms.
Requirements:B LED surgical Lights and Booms with video integration require 4k video routable over IP (Internet Protocol). Flux Stability Program of the LED electronics is required for consistent illumination with Luminance Management Device for consistent light intensity for the surgeons.B 60,000 hours of LED life allows for maximum performance and increases EOL (End-of-Life) period of performance. BOOST control of light intensity allows for quick optimization to maximum IEC (TheB International Electrotechnical Commission) recommended illumination for open procedures. Infection Control Design of lights and booms having smooth surfaces, rounded corners, no exposed screws and antimicrobial paint increases cleaning and disinfection and reduces Operating Room HAI s (Hospital Acquired Infection) Human Touch Sensing of the booms allows the braking system to automatically release without requiring extra time to engage or push brake buttons which reduces case setup times and increases staff and patient safety.B Light Management Device on the light systems automatically controls the intensity of the light illumination at the surgical field to reduce manual control of the light pattern and intensity by the surgeon. Flexport switch design with decoders-encoders capable of transmitting SD, HD and 4k video in a single device required. Must integrate with AIDA 4k Bella.
Define requirements: The OR Room Lights-Booms-Integration system requested must be compatible and adaptable with the current video processor currently being used in both Urology and ENT Clinics. The standardization of the equipment will reduce training requirements and allow for faster transition to the latest technology. All quotes must include costs for removal, replacement and disposal of old equipment.
