Saginaw Solid/Recycled Waste Disposal Services
This is a Request for Information (RFI) only. No quotes are being accepted at this time. Contractors that can provide Solid/Recycled Waste Disposal for the Saginaw VA Medical Center located at 1500 Weiss St, Saginaw, MI 48602 are requested to complete the Vendor Information Document on page 9 and return to Contract Specialist, Wendy Stewart, at Wendy.Stewart@va.gov NLT 9:00am EST on December 14, 2017. No phone calls shall be accepted.


Statement of Work
VAMC in Saginaw, Michigan 48602

The Contractor shall provide general waste removal services at the VA Medical Center located at 1500 Weiss Street, Saginaw, Michigan 48602 for the period of February 1, 2018 through January 31, 2023 with four (4) additional one (1) year options.
1. Contractor shall provide all containers for all materials identified. Containers shall be maintained in good repair and freshly painted at the beginning of the contract period and each option year. Recycled containers shall be provided by the contractor and maintained by the contractor.
2. Contractor shall provide, maintain and empty three (3) eight (8) yard front loader dumpsters which will be emptied six (6) times weekly Monday through Saturday, before 7am. Contractor shall provide three (3) eight (8) yard front loader dumpsters for recyclable cardboard and paper/plastic which will be emptied five (5) times per week, Monday through Friday, before 7am. Contractor shall provide a ten (10) yard, twenty (20) yard and thirty (30) yard roll-off dumpster as required, which will be emptied approximately twelve (12) times per year, upon the request of the Contracting Officer Representative (COR) who shall call the Contractor.
3 All general waste or other materials scattered by the Contractor on facility grounds shall be picked up by the Contractor for all areas serviced. Contractor shall assume full responsibility for compliance with all Federal, State, and County laws, regulations, and rules governing the removal of waste. Contractor shall be responsible for removing all debris, fluids, and other materials from the inside and outside of the containers to prevent the breeding of flies, insects, and other vermin, to include spillage from the compactor as it is moved for dumping.

MEDICAL CENTER REQUIREMENTS

1. Services shall be conducted before 7am on all days, excluding Federal Holidays. If a collection is missed then collection will be commenced the following day. The COR will notify the contractor if containers are in need of repair. The Contractor will be notified in writing and repairs shall be completed within 5-10 days unless otherwise approved by the COR.
2. Collections must be made in Contractor s containers, which must be fully enclosed (with a lid) vermin proof, leak proof, and fire retardant.
3. All dumpsters shall be placed according to locations specified by the COR.
4. INVOICES WILL BE SUBMITTED MONTHLY AND IN ARREARS TO THE TUNGSTEN ONLINE WEB PORTAL: The contractor shall submit electronic invoices to Tungsten Network. Electronic form means an automated system capable of transmitting directly to VA using any automated system that conforms to the ASC ANSI X12 EDI formats, or a system capable of transmitting information electronically via the VA s Electronic Invoicing partner, The Tungsten Network:

The Tungsten Network provides contractors an integrated secure system for electronic
invoicing free of charge. The integrated solution is a fully automated process which
allows a data file to be extracted, translated and submitted to the VA in the required
format. It is the contractor s responsibility to comply with the file submission methods
and requirements of Tungsten to integrate the contractor s billing system into
the VA s electronic invoice processes. Here s an online video help:

PERSONNEL QUALIFICATIONS AND REQUIREMENTS
Contractor employee(s) assigned to the performance of this contract shall be clearly distinguishable from VA employees. A name badge shall be worn to clearly identify company and employee name.

Contractor shall comply with all federal, state, and local waste handling requirements relating to waste when hauling materials from the VA property to appropriate collection site of the waste hauler.

Contractor shall appoint a project manager who shall be responsible for performance of waste removal services. The project manager or designee shall be competent to supervise all aspects of waste removal services and shall be available by telephone when problems arise with contractor s work or in the event that emergencies arise at the facility which pertain to the contractor s responsibilities or duties.

Contractor s personnel may be required to interrupt work at any time to avoid interference with patient care procedures and the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel and equipment. Note: Contractor shall be responsible for handling the trash removal without Government employee assistance.

EMERGENCY PICK UPS: Infrequent emergency services may be required due to an overflow of waste or recycled materials from accumulations occurring between pickups and shall be done as a separate Purchase Order from this contract.

ROLL OFF PICK UP: When the 10, 20 or 30 yard Roll off containers needs emptying; the Contractor shall be notified by phone. Contractor shall remove the entire accumulation of trash, non-edible garbage, and recycled materials.

COORDINATION OF WORK:
Initial contact prior to the implementation of this contract is required with the COR. Discussion of activation of this contract will be explained at this time, along with touring this facility, reviewing Scope of Work, ensuring I.D. badges are worn, and other VA rules and requirements.

SAFETY REQUIREMENTS:
Contractor shall be required to dispose of miscellaneous and non-edible garbage in such a manner as not to cause conditions detrimental to public, or to constitute a public nuisance. Contractor s truck shall be equipped with the proper safety and noise limiting devices, and shall be in a safe operating condition.

Contractor shall provide all safety equipment for their employee s in performance of this contract while on government property and shall abide by safe working standards.
In the performance of this contract, the contractor shall take such safety precautions as necessary to protect the lives and health of occupants of the buildings.

OTHER REPORTS:

Contractor shall provide COR quarterly reports consisting of volume of waste and recyclable materials collected from the medical center.

Contractor shall provide COR proof of recycling statements on a quarterly interval.

SUPPLIES OR SERVICES AND PRICES/COSTS
Description: Provide all general waste removal and removal of recyclable items, in accordance with SOW and contract requirements. Service is to be performed from date of award for a period of one year with four (4) one-year renewal options which shall be exercised at the government s discretion. Service to be rendered at the Aleda E. Lutz VA Medical Center, Saginaw, MI located at 1500 Weiss Street, Saginaw, MI 48602.
