This is a Solicitation for Design Build Services prepared in accordance with the format in FAR Part 36, FAR Part 15, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested. Solicitation number 36C26319R0118 is issued as a Request For Proposals (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03.

The VA anticipates one firm-fixed-price contract award for all resources and labor necessary to provide design build services to replace the Public Address and TV entertainment systems throughout the Central Iowa VA Health Care System(VAHCS) in Des Moines IA as identified in the SOW herein. Additional requirements, specifications, and regulations are listed within the attached solicitation documents. A list of the contract line items, quantity, and unit of measure are listed within the attached solicitation document(s).

This procurement is being solicited as a Total 100% Set Aside for Service Disabled Veteran Owned Small Businesses. Prospective offerors must be registered and current in the System for Award Management (SAM) by the RFP closing date. www.sam.gov. Any Contractors claiming to be SDVOSB must be registered and certified in the Vendor Information Pages www.vip.vetbiz.gov by the RFP closing date. Proposals will only be accepted from responsible contractors. The NAICS code for this solicitation is 236220 and the small business size standard is $36.5 million.

Proposals are due to the Contracting Office by Tuesday July 30th, 2019 @ 12:00pm CST. Proposals are required to be submitted to Lucas Dahlman, Contracting Officer per the requirements identified in the SF 1442 Solicitation prior to the solicitation closing date and time with subject title: Design Build Interactive TV and Paging, Des Moines IA. It is the responsibility of the offeror to ensure their proposal is received in full by the Contracting Office before solicitation closing.

Scope of work for Design Build Interactive TV and Paging

The purpose of this design-build project is to remove the existing antenna TV and Public-Address (PA) systems at the Central Iowa VA Medical Center and replace them with new systems providing better and expanded services. The new paging system will be addressable, allowing speakers to announce to areas and buildings selectively or to the entire medical center. The new TV system shall provide entertainment from over-the-air sources in patient rooms and common/waiting areas. The new TV system will also integrate with the VA s Computerized Patient Record System (CPRS) to allow for patient communication with medical staff, delivery of assigned patient education or discharge instructions and be a portal for patient surveys.

Objectives

1. Install new fiber optic backbone network throughout the medical center campus as shown on the attached reference drawings. This backbone network will provide connectivity for both new TV and Paging Systems

2. Install a new public-address system in all buildings of the medical center. Provide connection points for buildings planned but not yet occupied or under construction. a. The new paging system must be completely installed and operational before removal of the existing paging system can be removed.

3. Install a new interactive TV system throughout patient care buildings of the medical center. a. The installation of the new TV system shall be phased to ensure continuous availability of TV service throughout patient care areas.


General Design Requirements
The design for this project shall be carried out in accordance with VA procedures and standards. Full Design requirements and information can be found in the VA Technical Information Library at https://www.cfm.va.gov/til/.

Site Investigation Contractor shall perform all necessary site investigation tasks to confirm existing conditions related to this requirement. Investigations typically include but are not limited too accessing areas above suspended ceilings, pipe chases, attics, interstitial spaces and electrical/mechanical rooms. The contractor is responsible to access all areas applicable to this project.

The Design Build (DB) Contractor shall prepare and present one (1) schematic design submittal, one (1) design development submittal and construction documents required to complete the objectives of this project.

The DB Contractor shall prepare a complete specification manual for this project. Division 01 sections have been prepared by the VA and included as attachment 3. Other sections that are anticipated to be necessary are listed in attachment 7. The list in attachment 7 is not intended to be all-inclusive, but rather to provide an estimate of the amount of specification preparation that is expected.

The DB Contractor shall also produce record drawings for this project to be submitted to the VA within 30 days of construction closeout. The drawings shall be produced in AutoCAD 2017 for full compatibility with design software in use at the VAMC. Submit as-built drawings in both .pdf and .dwg format on CD/DVD.

Construction may be allowed to begin before the design is 100% completed but such decision will be made by the Contracting Officer. At a minimum, the following documents will have been developed and approved by the VA and DB Contractor before construction can begin:
1. Construction Schedule
2. Construction phasing plan
3. Site plans for fiber optic network
4. Demolition plans
5. Architectural and Electrical plans for new PA and Interactive TV System
6. Reflected Ceiling Plans
7. Infection control and construction safety risk assessment.
8. Interim life safety measure plan if necessary.

Since different project objectives may take more or less time to fully develop design documents, the contractor may elect to separate these elements and issue separate work packages with different start dates. Work for each objective shall not begin until all documents above related to that objective have been produced and approved by the VA and Contracting Officer.

Discipline Specific Requirements

1. Architectural a. Prepare phasing plans showing order of work progression. i. Work may be allowed in multiple areas simultaneously. The exact phasing of installation activities shall be determined during design. However, since the medical center will remain operational during this project, work shall be planned and coordinated to minimize disruption to the greatest extent possible.
ii. The new interactive patient care/TV system will be installed by areas. At a minimum, basic, over-air broadcast network entertainment programming must be maintained at all times. Other functions of the new patient care system may be brought online as wings or floors are completed or with completion of individual rooms as described below.
iii. Some areas, such as inpatient wards and the community living center will be limited by patient census. Rooms will be made available for work as availability permits. Once room(s) are turned over to the contractor, work must be completed and the system accepted before additional rooms can be made available for work. The contractor is to develop their specific plan and phasing for room transitions in conjunction with the Engineering office and the affected users within those areas to avoid delays as possible.

iv. The existing paging system must remain in operation until the new system has been tested and accepted. Only after acceptance of the new system can the current paging system be removed.

b. Prepare infection control plans for all of the different areas of the medical center showing which precautions need to be followed in each area being affected by the installation. A preliminary construction risk assessment has been completed and the anticipated classifications for each building and wing of the medical center are provided in Attachment 3.

c. Design and Construction shall include finishes for immediate and adjacent spaces affected by the installation. Contractor shall provide details for wall or finish patching in areas where devices are relocated or removed.

d. Design and Construct all spaces using current VA design standards and design standards specific to the site. Contractor shall field verify all room measurements and impacted existing conditions.
e. Contractor/AE shall provide code compliance review.

f. Contractor shall design and construct all wall blocking and structural support as needed for equipment mounting


2. Electrical
a. A new fiber optic backbone network will be required to provide bandwidth necessary for the new public-address and interactive TV systems. This network shall provide a minimum of 3 fiber optic cables to each building of the medical center. The desired number of new cables is shown in Attachment 6 as part of a previous design. Existing conduits, cable trays or other wireways shall be utilized to the maximum extent possible.
b. All existing electrical systems, equipment and components shall be field verified by the Contractor for its full and capable usage.
c. Prepare new plans for the installation of the new PA system. The new PA system shall reach all buildings of the medical center and shall have addressable functions to allow for selective announcements to be made in zones rather than every announcement being broadcast to the entire medical center.
d. Prepare demolition plans for the complete removal of the existing PA system. All components of the existing PA system are to be removed and disposed of per specification section 017419 . No salvaging and reinstallation will be allowed except for existing signal cable that is determined to be equivalent to what will be installed for the new system.

e. Prepare plans for the phased replacement of the existing TV system with a new interactive patient care and entertainment system.
f. All electrical work shall meet current National Electrical Code (NEC) requirements.
g. Contract shall include all low voltage systems necessary to meet code and VA standards as applicable to the system.
h. Incoming power supply for equipment shall be dedicated back to source, isolated, and insulated from any other equipment such as elevators, generators, HVAC systems, etc
i. Contractor shall include necessary cable trays/ducts/conduits, correctly sized and located in accordance with vendor equipment drawings.
j. Contractor shall include layout for equipment cabling. There are cable length limitations that shall be assessed and described on drawings. Design shall include raceways and floor penetrations.
k. Electrical specifications shall include requirement to test and verify equipment power supply to ensure it meets specifications.
l. Contractor shall include all grounding and bonding requirements.


Construction and System Detailed Requirements

1. Refer to attached drawings from previous design project for scope and scale of new fiber optic network only. These drawings are not complete and do not show the new emergency department or future expansion needs. These are provided as a reference for bidding only. Full requirements will be developed during design phase. (Drawing reference TA001 and TA002)

2. Construction activities for this project will take place in every building on the medical center campus and across the length and breadth of the grounds. The major trade involved will be low-voltage electrical work. Work will be installed above suspended ceilings and within chases and electrical or telecommunications closets. a. The work will include installation of the paging and television system elements.
b. Cosmetic work under this project will be limited to patching or replacing finishes disturbed by the installation of new system infrastructure.


3. Paging system Refer to attached specification section 27 51 16 for basic requirements from a previous design. These requirements shall be validated through discussions with VAMC staff and review of current design guides. a. The new paging system shall allow for expansion without need for proprietary equipment. It is understood that head-end equipment and software may be proprietary

depending on the manufacturer selected but future acquisitions of speakers/amplifiers/etc. shall be possible without limiting competition to specific manufacturers.


4. Interactive TV system Refer to attached specification section 27 41 52 for basic requirements from a previous design. These requirements shall be validated through discussions with VAMC staff and review of current design guides.
a. The Interactive Patient Care (IPC) and TV system shall provide entertainment programming, from over the air VHF and UHF signals and through a video on demand service, allow for patient education and discharge instruction assignments through integration with CPRS, provide for patient/provider communication (in private rooms), allow meal service ordering and allow for patient satisfaction or point of use surveys.
b. The system shall be IP based and will be capable of interfacing with the VA s CPRS system.
c. The IPC system shall be compatible with existing nurse call equipment at VA Central Iowa. VA Central Iowa CIH currently used Rauland Borg Responder 4 in most areas. These areas with Responder 4 nurse calls include the entire CLC building, wards 3A and 3B, and the ICU and Telemetry. The Emergency Department (8 exam rooms) uses the Responder 5 nurse call system, also manufactured by Rauland Borg.
d. TV/Monitor capabilities VACIH estimates that the current televisions owned will be compatible with the new interactive TV system. Any non-compatible televisions will be replaced by the VA through an equipment purchase.


5. General Work Refer to Attachment 1a for Division 01 specification sections produced by the medical center. These sections will cover expectations for general requirements of working at VAMC Des Moines related to procedures, workmen conduct, safety, submittals, sustainable construction practices and common work results. A new specification manual will be produced during design through coordination with the VA and Design Team

6. Future Expansion The Des Moines VAMC currently has several approved and planned minor and CSI construction projects that will expand the square footage of the campus. While not included in this project, the ability to expand coverage for future buildings will need to be designed into this system. Locations shall be identified within the design to show the planned future connection points. Connection points for future buildings should be planned for the following projects: a. Mental Health Outpatient Building Near Building 5

b. CLC Cottage Near Building 12
c. Warehouse Near Building 2
d. SPS/Surgery Near Building 1W.
e. Foundational Services Building Near Building 1


Estimated Quantities

a. Paging System Coverage Full Coverage will be needed in all buildings of the medical center with approximately 681,000 square feet throughout 20 buildings.
