631-17-002 Exterior Site Improvements
The VA Medical Center Central Western Massachusetts (CWM) located in Leeds, MA has a requirement for a Firm Fixed Price contract to construct Exterior Site Improvements 631-17-002 that includes but is not limited to repairing all the fall hazards in the concrete walkways and stairs, repave all required areas, adding approximately 500 parking spaces to erase the patient and staff parking shortage, and removal of approximately twelve small buildings that are environmental hazards. The work includes the necessary supervision, labor, equipment, material, transportation, required to complete the project in accordance with the contract documents, specifications and drawings, and applicable wage rates.
The construction cost range for this project is between $5,000,000 and $10,000,000. The applicable NAICS code is 237310 and the size standard is $36.5 million. The Government intends to award a contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB). This Solicitation is being issued as an Request for Proposal (RFP) under FAR Part 15.101-1 Best Value Continuum where a tradeoff is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Non-price evaluation factors will include Experience and Management and Past Performance.
The solicitation package will be available on or about August 16, 2019. The date for receipt of offers is scheduled for September 16, 2019 at 10:00AM EST. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued.
