This is a pre-solicitation. This procurement is being conducted in accordance with FAR Part 13.5 Simplified Procedures for Certain Commercial Items. The NAICS code is 517410 and has a size standard of $32.5 million for this procurement.

SCOPE OF WORK: Tennessee Valley Healthcare System (TVHS) has a requirement for continuation of the Direct TV bulk television analog signaling subscription to provide news, information and entertainment for patients.

Statement of Work
TV Signal and Distribution
Part 1 General
Introduction
This requirement is for continuation of the Direct TV bulk television analog signaling subscription to provide news, information and entertainment for patients. This contract will include the replacement of the analog satellite head ends with new High Definition Satellite TV Head ends and digital HD satellite bulk TV subscription for CATV distribution at the Tennessee Valley Healthcare System facilities, Alvin C. York Campus, 3400 Lebanon Road, Murfreesboro TN 37129 and the Nashville Campus, 1310 24th Avenue South, Nashville TN 37212.

Background
Alvin C. York Campus
The York campus is licensed for 347 beds and currently operates approximately 290 televisions spread out over a campus with 18 buildings receiving TV signal. The televisions are all digital TV s, commercial/hospital grade with Pro: Idiom capabilities, MPEG2 and MPEG4. The existing digital headend system consists of approximately 20 analog satellite receivers (converted to digital output), a digital antenna receiving all local channels, digital mixers, modulators and combiners. The Facility creates at least 3 channels locally, the VA Knowledge Network, The Healing Channel and the Chapel Channel. Prior to converting to the digital output the facility also had a dedicated television channel for a looped patient educational channel. The main signal distribution is over a hard line coax cable plant with 3 main line amplifiers located in Bldg. s 2, 5 and 7 then distributed to each building s signal closets, amplified then split/tapped to televisions from the closets. Bldg. 11 receives the digital signaling from the headend equipment over single mode fiber. Single mode fiber pathway exists from the television equipment room to the data center where the majority of the facilities single mode fiber infrastructure terminates.
Nashville Campus
The Nashville campus is licensed for 238 beds and has a mix of CRT type analog televisions and digital televisions. The Engineering staff is in the process of replacing the remaining CRT type TV s with new digital LED TV s. The headend system is purely analog at this time.

Scope of Work

The contractor will provide a continuation of the analog Direct TV bulk subscription package during the contracted periods from 01 April 2018 through the installation of new High Definition Satellite TV head ends with 25 HD satellite receivers and channel line-ups selected from the satellite signal providers packaged subscription service . The analog subscription service will be required to be in effect 01 April 2018 to ensure continuity of television program reception and match the existing channel lineups for both TVHS campuses.
The contractor will provide all engineering services, parts, materials, equipment, labor, tools, transportation and supervision to replace the existing Direct TV analog headend and install a new non encrypted High Definition Satellite TV headend with 25 HD satellite receivers. The installation will include:
Installation a new High Definition (HD) digital Headend Equipment and all associated devices, electrical and electronic equipment, antenna(s), cables and equipment rack. The headend equipment shall be integrated with the facilities existing coaxial and fiber optic distribution.
Provide and install applicable HD head end devices to integrate existing local digital HD free air channels (Murfreesboro) and facility generated channels as applicable at both facilities.
Provide integrated equipment to provide for 2 future locally generated channels for each facility.
Provide at least 3 qualified personnel, equipment or devices to clone and program each TV upon upgrade of the digital HD head end.
Provide for proper signal balancing at all installed TV amplifiers and perform signal checks at TV locations to ensure proper signal strength at each TV location, make all necessary repairs to TV distribution cable ends or replacements of TV taps and/or attenuators to ensure proper signal strength.
Provide and integrate a Television RF fiber optic transmitter for the Murfreesboro campus Bldg. 11 TV distribution that will also be capable for the future facility wide conversion to fiber optic distribution of the TV signaling.
Upon completion of the new digital HD head end the contractor shall remove and properly dispose of all removed or abandoned TV antennas, cabling, hardware and equipment associated with the analog equipment that will no longer be in service or required for analog television reception or distribution. The contractor will be required to properly weather seal and fire seal all newly created or vacated wall penetrations associated with the installation or removal of equipment required within this Statement of Work.

The contractor will provide the digital HD satellite package subscription service similar to the Direct TV Entertainment Base Package at the time of installation of the new digital HD head end for the remainder of the contract period and all option year periods thereafter. VA engineering staff will select which TV channels that is best suited to the patient population. The contractor will include the SEC Sports channel, the NFL Channel as well as local channels for the Nashville facility in the subscription package. Upon installation completion of the new digital HD head ends the contractor shall cancel the analog subscription packages.
The contractor will provide Direct TV s Entertainment 100+ satellite subscription package, Adventure packages, and local market package all with HD access and software for 20 televisions at the Fisher House until such time as conversion to the fiber optic distribution is completed for Fisher House.
The contractor will provide 50.0/10.M cable internet services with 1 static IP address to function with the existing equipment at the Fisher House.

Scheduling

All on site work at the TVHS campuses shall be performed during normal business hours of 8 am through 4:30 pm Monday through Friday excluding all Federal Holidays.
Installation of the new digital HD head end for the Murfreesboro Campus shall start during the month of April 2018 and shall be completed within 30 calendar days. The contractor will be allowed to perform site visits for engineering purposes providing the contractor schedules the visit with the Contracting Officers Representative or the Electrical Supervisor a minimum of 7 days notice prior to the visit.
Installation of the new digital HD head end for the Nashville Campus shall start during the month of November 2018 and shall be completed within 30 calendar days. The contractor will be allowed to perform site visits for engineering purposes providing the contractor schedules the visit with the Contracting Officers Representative or the Electrical Supervisor a minimum of 7 days notice prior to the visit.
The contractor shall provide a 1 year warranty on all new devices installed under this statement of work. The warranty is to cover all parts, materials, labor and transportation expenses as needed to perform the warranty work.
