This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract.
Minneapolis VA Medical Center 1 Veterans Drive, Minneapolis, MN has a requirement for a Firm Fixed Price Service Contract to be performed at the VA Medical Center campus.

The purpose of this notice is to determine interest and capability of potentially qualified businesses relative to the North American Industry Classification code (NAICS) 561990 All Other Support Services.

To make an appropriate acquisition decision for this requirement, the Government will use responses to the sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to the sources sought notice.
Description: The Minneapolis Veterans Affairs Healthcare System (MVAHCS) has a need for document destruction services in compliance with Veterans Affairs. Currently the MVAHCS generates approximately 400,500 lbs of paper per year and approximately 500 lbs of media/plastic per year, which is collected in locked security consoles located throughout the campus and off-site locations. See Attachment A for console types, console quantities and building locations. Note: Paper and media content quantities are an estimate and could change throughout the duration of the contract period.
Document destruction services consist of physically collecting confidential materials from consoles located throughout the MVAHCS, which includes all papers, media storage such as files, disks, and x-rays on a regularly scheduled basis, to be mutually determined by provider of the service and the MVAHCS. Upon physical collection of the confidential materials the contractor will destroy onsite of the MVAHCS facilities, down to a 5/8 particle size, the material collected of the MVAHCS facilities and shall be witnessed by a VA employee authorized to witness the destruction of sensitive material. On sight, destructed, documents must be transported same day to be pulped (to a minimum size of 1x5 millimeter) at COR approved pulping plant/operation. Media destruction must happen same day and may happen on or off site, as long as materials transported are contained behind a two lock mechanism (Example: Locked console and locked vehicle) until their final destruction. VA issued shipping papers will accompany the load from pick up, on-sight destruction and pulp destruction. In event any of the documents collected for destruction cannot be destroyed, same day to specified instruction, the vendor is to notify Contracting Officer Representative (COR) immediately.

Submission requirements for responses to this sources sought notice:
If interested and capable of providing the required services, please provide the requested information as indicated below. Responses to this synopsis should include: company name, address, point of contact, and size of business pursuant to the following questions:

(1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.)?

(2) Is your company considered small under the NAICS code identified under this RFI?

(3) Are you the authorized service representative of the services being referenced and if so please provide your capability statement?

(4) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number?
(5) How do you intend to comply with the Limitations on Subcontracting as prescribed in FAR 52.219-14?
(6) What resources do you currently have or have an ability to acquire within the local area in performance of this requirement?

Responses must be received no later than 6/22/2018 11:00 AM MST. If a solicitation is issued it shall be announced at a later date and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought notice / request for information. Prospective bidders must be authorized service representative in order to participate in the solicitation process. Responses to this synopsis notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
