SOURCES SOUGHT NOTICE
Description of Requirement:
Network Contracting Office 9 (NCO 9) is posting this Sources Sought Notice for the purpose of locating capable businesses, including Service Disabled and Veteran Owned small businesses, provide services necessary to perform ultrasound, MRI, and CT Technologist Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center, VAMC Memphis TN, (hereinafter referred to as VAMC). It is anticipated to be awarded for a base period of one-year, with a one-year option to extend the period of performance for a total of two (2) years.
A DRAFT Statement of Work (SOW) is attached hereto. The Contractor shall provide all resources necessary to accomplish the services described in the attached SOW. All professionals providing services under the terms of this contract will be appropriately certified and/or licensed as described in the SOW, and shall possess the requisite skills and experience to perform the services as required.
Contractor shall not perform inherently governmental functions.

This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
Sources shall include in their information:
1. A detailed capabilities statement stating their experience in providing the same or similar work described in this notice.
2. A point of contact with phone and e-mail information.
3. Business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 621512.
4. A positive statement of interest to submit a proposal.
This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.

ULTRASOUND TECHNICIANS
STATEMENT OF WORK

STATEMENT OF OBJECTIVES:
The Contractor shall furnish all personnel to provide services necessary to perform ultrasound, MRI, and CT Technologist Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center, VAMC Memphis TN, (hereinafter referred to as VAMC).
SERVICES PROVIDED:
The contractor shall provide to the Department of Veterans Affairs, Memphis, TN a current need of four technologists, (two ultrasound technologist/two MR technologists, and one CT Tech). The Ultrasound Technologists shall be certified by the American Registry for Diagnostic Medical Sonography (ARDMS). The MRI and CT Techs shall have their advance registry by American Registry of Radiologic Technologist (ARRT). The shift coverage for these techs will vary and on-call services is required. The on-call services as described herein. Contract employees must stay within 30 minute radius of client facility to perform urgent/emergency procedures when the employee is on-call. The contract employees will also perform general diagnostics services such as plain film x-rays and interventional services when needed. Upon request for the technologist services, the contractor will also be provided with the term of services required. This requirement is contingent upon the Memphis VA Medical Center (VAMC) being able staff Radiology Service with full-time staff in those specific modalities. The requirement may be adjusted upon a 90-day notice if the Memphis VAMC is able to hire permanent VA staff. The Department of Veterans Affairs Medical Center Chief of Radiology Service and Administrative Officer will have final technical and administrative direction over all services provided.
PRICING INSTRUCTIONS:
The offeror is instructed to include all other than price and cost information: supporting the proposed price as directed in Instructions to Offerors addendum to 52.212-1 and/or Section D- Contract Documents, Exhibits, or attachments, VA Directive 1663 Appendix B.

FAR 52.217-8, Option to Extend Services is included in this RFP. Pricing for this clause will be evaluated during the cost/price evaluation. The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless after reviewing proposals, the Government determines that there is a basis for finding otherwise. Evaluation of options shall not obligate the Government to exercise such options under any option clause.
