Department of Veterans Affairs Network 21 Contracting Office will be issuing an Two-Phase Design Build Request for Proposal (RFP) This is a pre-solicitation notice under FAR 5.203(a), FAR 5.204, and FAR 36.601-1, and FAR 36.3. The Department of Veterans Affairs, National Contracting Organization 21 (NCO 21) intends to contract for Design Build architect-engineer services for VA Northern California Health Care System, Martinez Clinic, Project No. 612-19-040, Project Title Purchase and Install a complete patient elopement system, to include gutting out the old system.
The applicable North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors and Other Wiring, and the small business size standard is $15M.
This design effort includes, but is not limited to, providing Schematic Design (SDs), Design Development (DDs), Construction Documents (CDs), and Construction Period Services (CPS) necessary to construct:
PROJECT PURPOSE AND INTENT
The purpose of this project is to replace the Cen-Trak Guardian Patient Elopement and Wandering (PEW) System with an effective, reliable solution as well as de-install the Accu-Tech IS3200 and Centrak Guardian PEW components.
The scope of this project covers the CLC in Martinez: 74,500 square feet.
The Design Build (DB) contractor shall furnish:
Design: all design (AE) services, materials, supplies, equipment, investigations and project supervision, and construction period services associated with this contract. Design shall meet VA Design Guides and Design Criteria and VA Master Specifications at the technical information library TIL (www.cfm.va.gov/TIL). Design shall follow all current applicable codes, including International Building Codes (IBC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA).
Construction: all labor, materials, supervision, and administration for the construction phase of this contract.
The project is located at the VA Martinez Site that is part of the Northern California Health Care System (VANCHCS).

The contract work requires multiple disciplines. The Prime firm shall be a licensed/registered professional firm. The disciplines required include, but are not limited to: Architectural, Civil, Interior Design, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Sustainability, Security, IT/Data, Construction Cost Estimating.
