SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, Nebraska, is seeking information for market research purposes only for the following services listed below:

This is a Sources Sought announcement. The 55 Contracting Squadron intends to contract one (1) contractor to provide preventative maintenanence inspection and service on an HVAC system, generators, and fire alarm, dry and Pre-Action system, and the clean agent suppression system for the 610th Command and Control Squadron, located at Davis Monathan AFB, Arizona.


The Designated NAICS Code is 811310, Size Standard of $7.5 Million, Product Service Code J045.


This requirement is a 100% Small Business Set-Aside


Your response shall include the following information:
•    Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.),
•    CAGE Code
•    Active SAM Registration
•    A Capability Statement documented in a .PDF file stating your company's capability to do this type of work.

STATEMENT OF WORK


PGS & MES Facility Support
(Annual Equipment PMI's)

Project includes, but is not limited to the following work elements. All plant, labor, equipment, materials, services, and incidentals shall be furnished by the Contractor. No alterations, additions, or deletions shall be made unless by prior approval of the Contracting Officer. All work must be in accordance with manufacturer specifications, unless express written permission is received from the Contracting Officer for any deviations. All work must meet or exceed acceptable standards and codes of the building trades, and shall be installed in a neat, substantial, and workmanlike manner.


1.    MES/PGS HVAC System PMI.
1.1.    Perform an annual PMI as per manufacturer recommendation on eight (8) Liebert CRAC units and replace all air filters.
1.2.    Perform an annual PMI as per manufacturer recommendation on two (2) water source heat pumps, replace all air filters, and replace blower drive belts.
1.3.    Perform an annual PMI as per manufacturer recommendation on three (3) BAC cooling towers, clean the tower sumps, replace blower drive belts, and clean the calcium from the face of the towers.
1.4.    Perform an annual PMI as per manufacturer recommendation on two (2) circulation pumps.
1.5.    Cycle all water valves throughout the site.
1.6.    Record PMI's as they are completed on the unit provided equipment documentation.


2.    PGS Generator System PMI.
2.1.    Perform an annual PMI as per manufacturer recommendation on three (3) Kohler 800kw generators to include full oil and filter service and fluid analysis. Must provide and dispose of all products.
2.2.    Perform one time annual load bank testing on three (3) Kohler 800kw generators.
2.3.    Perform annual PMI of Kohler switchgear and transfer switch per manufacturers' recommendation.
2.4.    Record PMI's as they are completed on the unit provided equipment documentation.


3.    MES/PGS Fire Alarm, Dry and Pre-action System, and the clean agent suppression system.
3.1.    Complete a 100% device inspection for the Novec clean agent system inside the UPS and unshielded side of the PGS.
3.2.    Complete a 100% device inspection for the Argonite clean agent system inside the generator section of the PGS.
3.3.    Complete a 100% device inspection for the dry and pre-action system inside the MES.


4.    MES/PGS Cooling Water Treatment Inspection.
4.1.    Complete a full inspection of the water treatment system to include chemical levels currently in the water and required pump adjustments.
4.2.    Full annual inspection of water softener per manufacturer recommendations.


5.    PGS Day Tank Diesel Black Iron Pipe Re-doping.
5.1.    Remove, Re-dope and reinstall black iron pipe from the day tanks back to the main service pipe.


6.    Location and Period of Performance.
6.1.    All work will be conducted at the MES and PGS portions of building 74. Address is 5260 E Gafford Way Suit 140, Tucson, AZ 85707.
6.2.    All work must be performed and completed by COB 20 September 2019.
