Statement of Objectives
Fisher House II Washer and Dryer Replacement
Purpose: To replace the 5-year-old washers and dryers (3 each) in Fisher House II Laundry Room. New energy efficient washers and dryers will save not only time, but money as well. They will help maintain a clean, clutter-free environment in the laundry room as well as shorten the laundering process. Since Fisher House is recognized as a commercial building it also ensures public health standards are maintained by allowing house guests and housekeepers to launder and sanitize clothes and linens when needed.
Scope: Remove existing 3 sets of washers and dryers and replace with 3 new washers and 3 new dryer appliances.
The washers (3) will each be 4.5 cu ft high efficiency, stackable front load washer, energy star, chrome shadow in color. The washers must offer 11 cycles, including cycles for heavy duty, towels, and delicates. Must feature a sanitize cycle that eliminates 99.9% of household bacteria.
The dryers (3) will each be 7.4 cu ft stackable electric dryer, energy star, chrome shadow in color. Dryers must offer 4 different temperature settings, as well as an advanced Moisture Sensing System and a sanitize cycle that eliminates 99.9% of common household bacteria.

Background
In September 2013, MEDVAMC Fisher House II opened. MEDVAMC Fisher House II came installed with 3 sets of washers and dryers. The washers and dryers are to be replaced every 4.5 to 5 years to maintain work load, and efficiency. It is recommended that washers and dryers under normal use, wear, and tear conditions (1 load be day) should be replaced every 14 years. Since opening the MEDVAMC Fisher House II in 2005 we maintained a 92% occupancy rate, Fisher House Houston is the busiest Fisher House in the Fisher House system. Usage rates have steadily increased due to the vast number of specialties covered at the MEDVAMC, the large catchment area, an increased number of Inter-Facility Consults from other VA facilities, not just those in VISN 16, but VA Nation-wide, and the Liver and Kidney Transplant Program. We currently house between 30-35 people in each house per day. Washers and dryers run all day, every day since housekeepers launder linens and towels daily, and 20 families can be housed in Fisher House 2 alone.
As of May 18, 2017, (the day before ribbon cutting ceremony for Fisher House III), Fisher House I and II has served 12,361 families alone. The average length of stay for the MEDVAMC Fisher House is 9 and 13.5 days. MEDVAMC Fisher House has housed members from 42 different states and 8 different countries. Over the years regular cleaning and refurbishment schedules have been maintained for Fisher House I appliances, and Fisher House II is no different.
The aforementioned items shall be addressed with minimal interruptions to the current usage.
Objectives
1. The contractor shall provide and install 3 washers and 3 dryers Fisher House II Laundry Room. Replace current washers and dryers appliances with specs of the following:
-The washers (3) will each be 4.5 cu ft high efficiency, stackable front load washer, energy star, -chrome shadow in color. The washers offer 11 cycles, including cycles for heavy duty, towels, and delicates. It even features a sanitize cycle that eliminates 99.9% of household bacteria.
-The dryers (3) will each be 7.4 cu ft stackable electric dryer, energy star, chrome shadow in color. Dryers offers 4 different temperature settings, as well as an advanced Moisture Sensing System and a sanitize cycle that eliminates 99.9% of common household bacteria.
2. The contractor must remove three (3) existing washing and three (3) dryers from the Laundry Room and then place outside in fenced in green storage area, clean floors in preparation for installation of new washers and dryers, install three (3) new washers with new washer hoses, and three (3) new dryers each with dryer vent work, and power cords.
3. The contractor shall remove old washers and dryers from MEDVAMC Fisher House II, and place in outside green fenced in storage area.
4. The contractor shall provide all qualified labor, specified tools and accessories for completion of a three (3) washer and three (3) dryer installation in one laundry room.
5. The contractor shall coordinate with COR on all details including but not limited to: supply order, measurements, installation date, delivery, security, insurance.
6. The contractor shall complete install within 3 business days from start date. Working Monday-Friday between the hours 9am-4pm.
