PRESOLICITATION NOTICE: The information provided below is for planning purposes only, and does not constitute a request for proposals, quote, or bid.
The Great Lakes Acquisition Center (GLAC) Southern Tier Construction Team has a requirement for a Firm-Fixed Price (FFP) construction project at the Jesse Brown VA Medical Center. The Contractor is to provide all labor, materials, equipment, management, and supervision to complete the demolition and installation of a fully functional security camera system.
This acquisition shall be 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns per the authority of 38 U.S.C. 8127 (Public Law 109-461). In accordance with VAAR 819.7003(b), at the time of submission of the proposal, and prior to any award, the Contractor must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to this acquisition, and is CVE verified for eligibility in the VIP database.

Size Standard: $15M
Magnitude of Construction: Between $1,000,000 and $2,000,000.
Interested bidders will be required to furnish a Bid Bond, and the award contractor will be required to furnish Performance and Payment Bonds.
The Invitation for Bid (IFB) solicitation will be posted on FedBizOpps. There will be a Pre-Bid Conference held for this acquisition, and all prospective bidders are strongly encouraged to attend. Details for the Pre-Bid Conference will be included in the solicitation.
This Pre-Solicitation Notice is NOT a request for submittals of any kind. The VA plans to issue the IFB solicitation on or about 08/16/2019. The solicitation will be issued on FBO.
