The Government intends to award a stand-alone contract to furnish and provide all the necessary labor, tools, materials, equipment, and supplies to install Room IDs, Restroom IDs, Stair IDs, and Lobby Directional signs as described herein. Building common area signage will be removed, supplied and installed according to the following scope of work. Contractor shall repair all areas damaged by the above work, and patch and paint any areas where the removal of signage necessitates it. All work will be performed during normal business hours 7:00 am - 6:00 pm Monday through Friday. Work under this contract is expected to commence no later than 30 days after contract award date. The building signage must meet the requirements contained in the attached RFP.


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement, including the attachments referenced herein, constitutes the solicitation; proposals are being requested.


The solicitation number for this RFP is 47PF0019Q0129. The solicitation package is attached.


The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35.


This Solicitation is being set aside for small business. The associated North American Industry Classification System (NAICS) code for this procurement 339950, and size standard is 500 employees. If you are a dealer, you must provide product manufactured by a small business meeting this size standard.


See attached RFP for the complete description of the items to be acquired. Place of delivery, acceptance and FOB point is the Federal Building, 536 South Clark Street, Chicago, IL.


The following clauses and provisions are incorporated and are to remain in full force with any resultant purchase order:


Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial, applies to this solicitation.


FAR provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.


Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.


FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.


FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.


This award will be made on a best value basis. The following factors shall be used to evaluate offers: (i) Past Performance and (ii) Price. 


Past performance is significantly more important than price.


Proposals and any documents or other information required herein, are due by Friday, September 6, 2019 at 3:00PM Central Standard Time. Proposals must be emailed to jujuan.robinson@gsa.gov.

ADDITIONAL INFORMATION: Be advised that all interested parties must be registered in the System For Award Management (SAM) Database in order to receive an award. In addition, all interested parties must have completed the annual representations and certifications in order to receive an award.


Vendors must supply the information specified in the attached RFP.
