The Department of Veterans Affairs, Network Contracting Office 10, located at 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200 in Ann Arbor, MI 48105, intends to post a solicitation for 5/8 Dry Ice Pellet Delivery Service for the Research Department located in Building 31 at the Ann Arbor VA Medical Center, 2215 Fuller Road, Ann Arbor, MI 48105. The solicitation will be posted to FBO NLT 05/31/2019. No questions will be answered regarding the pre-solicitation notice. An opportunity to ask questions shall be given when the solicitation is posted to FBO.

The period of performance shall be Base Year 06/17/2019-06/16/2020 and for Four (4) One (1) Year Options 06/17/2020-06/17/2024 in strict accordance with terms, conditions and provisions of the contract solicitation, NAICS Code 325120. This solicitation is open to all small business vendors.



5/8 Dry Ice Pellet Delivery Service

The Contractor shall choose ONE of the following methods of delivery and items for the entire period of service (base year and 4 option years) when submitting their quote:
Delivery Option 1
Deliver 50 pounds of dry ice every Monday. Ice shall be in the shape of 5/8 pellets.
Deliver 50 pounds of dry ice every Wednesday. Ice shall be in the shape of 5/8 pellets.
Deliver 50 pounds of dry ice every Friday. Ice shall be in the shape of 5/8 pellets.
Delivery Option 2
Deliver 150 pounds of dry ice every Monday. Ice shall be in the shape of 5/8 pellets.
Storage: The VA will supply a refrigerated container sufficient to contain 150 pounds of 5/8 dry ice pellets.
Delivery:
Location: deliveries shall be made to the Ann Arbor VA Medical Center, building 31, located at 2215 Fuller Road, Ann Arbor, MI, 48105. Contractors will be met at the building entry and escorted by research staff to the appropriate room.

Transportation via refrigerated truck or a portable cooler to transfer the dry ice shall be included. The contractor shall specify in their submitted quote if they will be utilizing a refrigerated Truck or a portable cooler.

Receiving hours: deliveries shall be made between the hours of 8:00 a.m. and 9:30 a.m. Monday, Wednesday and Friday (if delivery option 1), or deliveries shall be made between the hours of 8:00 a.m. and 9:30 a.m. on Mondays (if delivery option 2). These delivery days are excluding any day declared an official federal holiday. Holidays observed by the VA Medical Center are:


New Year s Day Labor Day
Martin Luther King Day Columbus Day
President s Day Veteran s Day
Memorial Day Thanksgiving Day
Independence Day Christmas Day

If a government holiday falls on a Monday, then scheduled delivery will be on Tuesday of that week. If a government holiday falls on a Wednesday, then scheduled delivery will be on Tuesday of that week. If a government holiday falls on a Friday, then scheduled delivery will be on Thursday of that week.
VA has the option to increase, decrease, or cancel any delivery.
Contractor shall receive one (1) day advance notice in any of these situations.
Safety requirements: In the performance of this contract, the contractor shall take such safety precautions as the Contracting Officer or his designee may determine it be reasonably necessary to protect the lives and health of occupants of the building.
