GSA, Region 2, Public Buildings Service is issuing an RFP for a Design Build (DB) Contractor who shall provide professional services for planning, design and construction for kitchenettes in the jury rooms and suite 120 located at the Daniel Patrick Moynihan United States Courthouse in New York, NY. The project shall comply with Design Intent Drawings (DiD's), GSA standards, and other documents. The total amount of kitchenettes to be installed for this project is 38 total. The base work will include 3 kitchenettes and the options will include a total of 35 kitchenettes. 


THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE.


The Design/Build budget amount is around $97,000 for the base. The Design/Build budget amount for all options (10) is around $1,130,000.


The scope of work for this project shall include but not be limited to the following: 
Install 38 kitchenettes in jury rooms and in suite 120. Kitchenette cabinetry and installation to be per attached design intent drawings SK34 and A-200. New kitchenettes were already installed for the jury rooms on Floor 15 and these should be looked at as a basis for the jury rooms under this scope. For the jury room kitchenettes it will be necessary to relocate an existing coat rack to install the new cabinetry. It is noted that necessary plumbing and electrical connections will first need to be installed to service the various kitchenette locations. Availability of a jury room is dictated by the court's need schedule. If a jury room is not available the contractor will be given a place to store tools and cabinetry in the vicinity until the jury room becomes available. The contractor shall protect all existing surfaces (floors, walls, furnishings, woodwork, etc) from potential damages due to construction activities. The contractor is encouraged to take dated photos of any existing damages to protect himself from being held liable for repairing such pre-existing damages.


The objective is to install kitchenettes in the jury rooms in phases. Base work will encompass 3 jury rooms and the remaining rooms will be in the options. Construction services will be delivered within schedule and budget with minimal disturbance of the existing tenant agencies.


The anticipated period of performance is 120 days (40 days per kitchenette). The solicitation will be competed under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. Award will be made to the proposal offering the best value to the Government. The successful firm will need to be able to demonstrate that they a) are a small business with the NAICS Code 236220; b) have relevant experience with contracts of at least Fifty Thousand Dollars ($50,000.00) in the past five (5) years; c) Technical approach in which the contractor plans to accomplish the work, including who would be on the team and the project manager/site superintendent d) have relevant past performance. Note that lack of Past Performance is not a deterrent to being able to be considered for this award. 
  
All qualified Small Businesses are encouraged to provide a proposal. One of the main purposes of this Synopsis/Presolicitation Notice is to provide advance notice to potential offerors to prepare to submit proposals. Offers from all responsive, responsible firms will be considered.


Proposals will be due on April 22, 2019 by 4:30pm EST. Award is anticipated to be on or about June 28, 2019. The Period of Performance is 120 days after notice to proceed. A site visit has been scheduled for March 21, 2019 at 1:00pm, Eastern Time, at Daniel Patrick Moynihan United States Courthouse, 500 Pearl Street, New York, New York 10007.


Prospective attendees must register their company with the GSA Contract Specialist via e-mail at Jeisel.Sandoval@gsa.gov, and the GSA Contracting Officer at Nicholas.Uom@gsa.gov no later than 3/18/19 by 4:30 pm EST. The registration (information) submitted to the GSA points of contact listed above, should include the firm's name, address, e-mail, and phone numbers as well as the names and last four digits of the SSN of those who will be attending the meeting. There is a maximum amount of three (3) people per offeror. Call-in reservations will not be accepted. This meeting is intended to review the scope of the project and the submittal requirements and will be a requirement to being able to submit a proposal. Please see the attached SOW to begin your review and preparations. Note changes may be made prior to the posting of the solicitation. (NOTE: GSA has received the names of all interested attendees for 3/21/19 and no other site visits are planned)


GSA intends to award a Design Build (DB) Contract for the planning, design and construction for 38 kitchenettes in the jury rooms and in suite 120 located at the Daniel Patrick Moynihan United States Courthouse in New York, NY. , pursuant to the Federal Acquisition Regulation (FAR) Part 36 and in accordance with FAR Part 15. For this solicitation, there are two submissions: one for price proposal and one for the technical proposal. After evaluation of proposals, the Government will make an award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and technical factors considered. The technical factors when combined are approximately equal to price. The overall evaluation and selection will be based on the best value to the Government. The resultant award with be a firm fixed price contract.


The solicitation along with all relevant attachments will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. It will be the offeror's responsibility to monitor www.fbo.gov for the release of the solicitation and any following amendments.


All offerors are required to obtain a bid guarantee in the amount of 20% of offer price in accordance with FAR 52.228-1 Bid Guarantee.


Before contractors are allowed to work under the anticipated contract, all personnel are required to obtain a HSPD-12, security badges. Security requirements will be contained in the solicitation.
