500 Individual Online Training Licenses
The Internal Revenue Services (IRS) intends to renew contract for The Office of Communications to obtain 500 online licenses for training used by Office of Communications employees and stakeholders. At a minimum for each licensee, vendor shall provide per the attached quote: unlimited 24/7, onsite, offsite or mobile, including course exercise files and access to Online Training and Software and IT. The Office of Communications delivers CPE training to its employees annually; however, due to the declining budget, the Office of Communications has changed its delivery approach in that it now conducts virtual CPEs using online, computer-based training. This online training must effectively deliver Continual Professional Education while addressing the employees' needs for a system that is easy to use. In addition, the system must have an easy to use interface that does not require the installation of any new software and is accessible through any IRS approved web-browser and desktop and/or laptop.
Vendors' deliverables shall be of the highest quality and delivery of these products shall be smooth and problem free in operation, as measured by industry standards, and should be accessible to all licensees. These include employees and stakeholders from all Office of Communications locations. A resolution of all problems shall be provided promptly to the IRS.
Vendor is an online training provider with over 5,200 comprehensive courses and over 150,000 videos on software, technology, creative and professional business skills. With an account, each user receives unlimited access to all existing and new content. Our training can be viewed from any location through a web browser or mobile device with no software download required. Our courses can be viewed onsite, offsite, on a mobile device or even downloaded to mobile devices for offline viewing. All courses are taught in high-definition video using the latest in instructional technology. Organizations will be able to manage user accounts and monitor all usage in the group training account. The vendor provides unrestricted access to our entire training library of over 4,800 courses to organizations. This includes unlimited access to the online training library and access to all new training material released during the one year period of performance of the contract at no additional cost. Content will never be restricted or limited during contract period and courses never expire. The delivery order period of performance shall be for 12 months in length, from date of award.
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. NAICS: 611430 online training. However, all interested parties who identify their interest and capability to respond to this requirement, will be considered. No solicitation shall be issued, therefore, all request for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in sole discretion of the Government. All interested partied must express their interest and capabilities in writing via facsimile or email within ten calendar days of the published date of this notice. Documents over ten (10) pages in total shall not be accepted via facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All Treasury contractors are required to register in System for Award Management (SAM) database prior to receipt of award. All businesses doing business with the IRS are now subject to Tax Check, if found delinquent shall have a direct impact on ability to award to delinquent source. IF no responses are received, an award shall be made to LinkIn at Carahsoft.
