DESCRIPTION: The US Army Contracting Command-New Jersey on behalf of the Project Manager for Maneuver Ammunition System (PM-MAS) is seeking sources for the production of 5.56mm Marking Cartridges; 5.56mm (Unlinked) M1042, 5.56mm (Linked) M1071 for use in the Close Combat Mission Capability Kit (CCMCK). 5.56mm marking cartridges (blue/red) will be used with the CCMCK. The CCMCK is a user installed weapons modification system that allows the Soldier to employ his individual weapon (M16/M4/M249) at short range using low velocity marking ammunition while precluding the weapon from firing standard service ammunition. The system will provide normal environmental/weapon employment cues (aiming, firing, ejection, immediate action, load, and re-load, etc.) and immediate target feedback through force-on-force, interactive live fire scenario task, and mission execution.

SPECIFICATION: The ammunition must meet all requirements outlined in the Performance Specifications: MIL-PRF-32313 and MIL-PRF-32315. The Performance Specifications are marked Distribution D (Authorized to the Department of Defense and DoD contractors only). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification and top drawings (See www.dlis.dla.mil/jcp/ for instructions and information). Requests for the performance specification shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Militarily Critical Technical Data Agreement form and a fully executed Non Disclosure and Non Use Agreement (attached).. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal.

The ammunition shall fit mechanically inside the same standard magazines used with the 5.56mm weapon systems (M16, M4, and M249). The converted weapons shall retain the same functional characteristics as the original weapon prior to conversion. The National Stock Number (NSN) for the 5.56mm M16/M4 weapon CCMCK conversion kit is 1005-99-132-2616. The NSN for the M249 CCMCK conversion kit is 1005-99-848-0609.

No additional weapon conversions or modifications outside of the current CCMCK system will be allowed. Interested sources without a previously verified design will be responsible for verifying their cartridge design in accordance with the Government Performance Specifications: MIL-PRF-32313 and MIL-PRF-32315 at their own expense. Sources interested in supplying the marking ammunition should adequately describe their experience in small caliber production and testing, annual production capacity, and verification status of their proposed design. Those sources not having a previously verified design should also submit an outline of their plans and schedule to verify their design in addition to any backup data to support claims that their design will conform to MIL-PRF-32313 and MIL-PRF-32315 requirements. Sources shall provide verification status of the marking ammunition cartridges that will be supplied under this contract.

PLANNED ACQUISITION: The planned acquisition is for a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract (FY16-FY20).
