DESCRIPTION: The U.S. Army Contracting Command, New Jersey, (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is seeking sources for the 5.56mm Marking Cartridges Unlinked) and 5.56mm (Linked) for use in the Close Combat Mission Capability Kit (CCMCK). 5.56mm marking cartridges (blue/red) will be used with the CCMCK. The CCMCK is a user installed weapons modification system that allows the Soldier to employ his individual weapon (M16/M4/M249) at short range using low velocity marking ammunition while precluding the weapon from firing standard service ammunition. The system will provide normal environmental/weapon employment cues (aiming, firing, ejection, immediate action, load, and re-load, etc.) and immediate target feedback through force-on-force, interactive live fire scenario task, and mission execution. The marking ammunition shall be a reduced-energy, non-lethal cartridge that leaves a bright, water-soluble color marking compound on target upon impact, without penetrating the soldiers Operational Camouflage Pattern (OCP) or Personnel Protective Equipment (PPE). The visible impact left by the marking compound allows for an accurate assessment of simulated lethality and shot placement.

The ammunition shall fit mechanically inside the same standard magazines used with the 5.56mm weapon systems (M16, M4, and M249). The converted weapons shall retain the same functional characteristics as the original weapon prior to conversion. The National Stock Number (NSN) for the 5.56mm M16/M4 weapon CCMCK conversion kit is 1005-99-132-2616. The NSN for the M249 CCMCK conversion kit is 1005-99-848-0609. No additional weapon conversions or modifications outside of the current CCMCK system will be allowed.


Those sources not having a previously verified design should also submit an outline of their plans and schedule to verify their design in addition to any backup data to support claims that their design will conform to MIL-PRF-32313 and MIL-PRF-32315 requirements at their own expense.


The Performance Specification is classified Distribution D (Authorized to the Department of Defense and DoD contractors only).


Requests for the performance specification shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Military Critical Technical Data Agreement form and a fully executed Non-Disclosure and Non Use Agreement (attached). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification and top drawings (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal.


PLANNED ACQUISITION: This notice is being issued for informational purposes only. The Government is seeking interested sources to fulfill FY21-26 requirements. The estimated quantity to be purchased is approximately 40M. Initially delivery is required 180 days after award at a rate of 700K per month.

Submission Information: Interested firms who feel they are capable of manufacturing the above cartridges are invited to indicate their interest by submitting the following:
a) a brief summary of its company's capabilities, facilities, personnel, and previous small caliber manufacturing experience and testing.
b) monthly and annual production capacities with assumptions about number of shifts and any other production factors that may affect monthly capacities. Evidence of proven monthly production at a minimum rate of 700K.
c) drawings, specifications, brochures and current estimated unit cost per million.
d) sources not having a previously verified design should also submit an outline of their plans and schedule to verify their design in addition to any contractor performed testing results and data to support claims that their design will conform to the MIL-PRF-32313 and MIL-PRF-32315 requirements.

This market survey is for planning purposes only and the requirements may change. This shall not be construed as a Request for Proposal or as an obligation on the part of the Government.

THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
