The City Department of Utilities (DOU)is soliciting proposals for the update of its program level 2 and 3 risk management plans. During the water treatment process the DOU uses the regulated substance chlorine in excess of the TQ's both CalARP and the US EPA Risk Management Programs. Twenty-nine sites exceed CalARP's 100 lb. TQ. These sites are comprised of 27 active municipal wells, one elevated reservoir and one water treatment plant where the 150 lb. cylinders are stored. The DOU also operates two conventional water treatment plants where the EPA TQ of 2,500 lbs. is exceeded. The proposal must include a scope of work which outlines every task required for the completion of both level 2 and 3 plans. Costs associated with these tasks must be shown in a table that breaks down each task with staff hours and associated hourly rates. Travel, administrative, and other costs must also be shown.
