DESCRIPTION: The U.S. Army Contracting Command, Rock Island, Illinois, Ammunition Contracting Division on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is issuing a market survey for a potential last-time buy for the following projectiles:

40mm M385A1 Target Practice (TP) High Velocity (HV) Projectile Assembly, NSN: 1310-01-075-0613


The M918 projectile assembly is a component for the M918 TP 40mm cartridge. The M918 cartridge is designed to simulate the M430A1 tactical round in impact signature and ballistics and is a linked round fired from the 40mm MK19 Grenade Machine gun. The M918 projectile assembly consists of an ogive, firing pin, firing pin plate, anti-creep spring, M550 escapement assembly, M55 detonator, body insert, inner and outer cap, rotating band, flash charge composition (oxidizer potassium perchlorate and aluminum powder) and projectile body.


The M385 projectile assembly is a component for the M385 TP 40mm cartridge. The M385A1 cartridge is designed to simulate the interior ballistics of the M430A1 tactical round ballistics and is a linked round fired from the 40mm MK19 Grenade Machine gun. The M385A1 projectile assembly consists of a one-piece solid inert aluminum projectile body that is anodized with a copper rotating band.


The Government anticipates procuring approximately 5M M918 Projectiles and approximately 2M M385A1 Projectiles. Commencement of delivery 9-12 months or sooner after award would be essential, at a rate of approximately 300,000 per month for M918 and 300,000 per month for M385A1. Only interested parties which have the capabilities to produce compliant product within these time constraints should respond.


Satisfaction of First Article Acceptance Test requirements at the component and end-item level will be required.


SPECIFICATIONS: The M918 and M385A1 projectile assemblies will be procured via Technical Data Package (TDP). The TDPs will not be made available at this time.

PLANNED ACQUISITION: A single Firm Fixed-Price (FFP) production contract is contemplated for this acquisition. The anticipated quantity may be procured through a base award and exercise of options.


SUBMISSION INFORMATION: All responsible, interested sources responding to this survey should be able to show the necessary technical and manufacturing capability, the ability to meet the required delivery, and good past performance in 40mm Grenade or similar manufacturing operations. A respondent to this market survey should exhibit a majority of the skills and facilities required to manufacture these items. Such interested companies should respond by providing the following information (please limit response to no more than 10 pages): (1) Name of company, company address and CAGE Code (include a contact person's name, telephone number and email address); (2) Brief summary of your company's capabilities, key personnel, and description of facilities; (3) Company size information as it applies to NAICS Code 332993 (if a small business, please specify as either Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business); (4) Related manufacturing experience (same or similar items); (5) Lead time after award to successfully conduct/complete a First Article Acceptance Test and commence production deliveries compliant with the required rates and schedule, and; (6) Identify whether you are interested in this acquisition as a prime contractor or subcontractor. All prospective offerors interested in the potential future solicitation for these items must be registered and active in the System for Award Management (SAM) database at www.sam.gov.


This is a market survey for INFORMATIONAL AND PLANNING PURPOSES ONLY and shall NOT be construed as a Request for Proposal (RFP) or as any obligation on the part of the Government to acquire these items. The Government does not intend to award a contract on the basis of any responses to this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to assist in developing an acquisition strategy for future requirements. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.
