Sources Sought for Commercial Item Purchase

The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing four 3-axis nanopositioners and a control unit for a cryogenic microwave probe station being fabricated by High Precision Devices.


TECHNICAL SPECIFICATIONS:


1. The system must include four 3-axis nanopositioners that can operate at low temperature (down to 4K), are nonmagnetic, can operate in fields up to 5 T, are compatible with high vacuum operation (< 10-8mB), have a minimum step size (for all axes) of less than 50 nm, an actuation distance of 15 mm on x and y, 12 mm on z.
2. The nanopositioners must be directly stackable with a lateral x,y dimension of less than 42 mm by 42 mm and a vertical z-dimension of less than 55 mm unextended and less than 68 mm extended. The form factor must be compatible with the NIST cryogenic probe station design (CAD drawings are available on request).
3. The nanopositioners must be able to move a lateral load of 20 N and a vertical load of at least 2 N.
4. Two of the nanopositioners must have 3-axis high resolution probing capability with continuous positional variation of less than 1 nm and a field of view of greater than 1 micrometer.
5. The system must include a controller or controllers that can simultaneously actuate all four probe systems.
6. The control voltages for all stages must be less than 150 V. No stage power or voltage must be required after the nanopositioners have reached the desired position.
This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum (see Technical Specifications above), NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 334515. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the services identified.


Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to ten (5) pages or less. Responses should include the following information:


1. Name of company that will provide product.
2. Name of company that will manufacture the product.
3. Spec sheets and examples of products that meet the specifications.
4. Typical lead time to deliver the product after receipt of order.
5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.


Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 11:00 am MST Wednesday, July 29, 2015. The capability statement shall identify the business status of the organization.
