This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number is 36C26318Q0543 and it is issued as a Request for Quote (RFQ). This requirement will be solicited as 100% Service Disabled Veteran Owned Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 561720, and the size standard is $18 Million.
The Department of Veterans Affairs, Minneapolis VAMC intends to establish a single award, firm-fixed price type contract for temporary janitorial services. A description of the services required is attached to this RFQ and is labeled Statement of Work.
Evaluation and Award Methodology: Acquisition of items will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified Acquisition Procedures. The Government intends to base award determination on the offer that provides the lowest priced quote to the Government and can meet the servicing requirements outlined in the attached SOW. Offerors are advised that the Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award.
Description:
The contractor shall provide sanitation services for the main building 70 at the Minneapolis VA Medical center. This is a non-personal services contract to provide janitorial services for the Minneapolis VA Medical Center. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. See Statement of Work for complete requirement description.
Submission of Quote:

Quotes must be received no later than 2:00 PM MST Friday, June 28, 2018. The anticipated date of award will be approximately July 16, 2018. It is the responsibility of the offeror to ensure their quote is received in its entirety by the POC listed below prior to the solicitation closing date and time.
Quotes will only be accepted by email. All quotations must be sent in .pdf, or .docx format only to Stephen Holly, Contract Specialist, stephen.holly@va.gov. Include the following in your subject line: Quotations submitted in response to 36C26318Q0543.

Questions regarding this requirement must be emailed to the Contract Specialist, no later than 4:00 PM. MST on June 14, 2018. Questions will not be addressed via telephone.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91 effective 30 September 2016.

52.212-2 EVALUATION-COMMERCIAL ITEMS
(IAW FAR 12.301(c)(1))
Addendum to 52.212-2:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. This solicitation is for a commercial item acquisition using Simplified Acquisition Procedures under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Items and will be evaluated in accordance with FAR 13 procedures.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(d) For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
