THIS IS A PRESOLICITATION NOTICE The Department of Veterans Affairs, Tennessee Valley Healthcare System (TVHS), at the York VA is preparing to issue a Request of Proposal (RFP) for:
Project 626A4-16-301 Comply with Legionella Directive York Campus
SET ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB)
PROJECT MAGNITUDE: Between $500,000 and $1,000,000
NAICS: 236220 Commercial and Institutional Building Construction
SMALL BUSINESS SIZE STANDARD: $36.5 million
PROJECT OVERVIEW:
The project will require the selected contractor to provide all labor, material, equipment and supervision necessary to complete all work for the Comply with Legionella Directive York Campus project 626A4-16-301 at the Tennessee Valley Healthcare System (TVHS), at the York VA Murfreesboro, TN. 37129. Directive 1061 calls for the implementation of a monitoring and prevention of the system healthcare associated disease Legionnaires. This project will focus on the monitoring of the water quality. Sample collection and field testing for Legionella bacteria, temperature, free chlorine, and pH in the hot and cold domestic water is to be conducted by the contractor to ensure proper analytical techniques are utilized for compliance. Period of performance is 60 calendar days from the issuance of the Notice to Proceed.
Technical evaluation factors and proposal submission instructions will be posted in the solicitation.
This requirement is 100% set-aside for Service Disabled Veteran Owned Small Business under the authority of 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code. SDVOSB contractors must be verified and viewable in VetBiz www.vip.vetbiz.gov prior to submission of proposal and prior to award of contract. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Eligible SDVOSB concerns must also be registered at the following websites:

The solicitation is anticipated to be posted to the Federal Business Opportunities (FedBizOpps) website www.fbo.gov on or about January 29, 2019.
Important Notice: Prior to submitting a proposal under this SDVOSB set- aside solicitation, offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
