The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to negotiate a Sole-Source Firm Fixed-Price contract and will utilize procedures under Federal Acquisition Regulation (FAR) Part 12 b Acquisition of Commercial Items, and FAR Part 13. The resulting contract is intended to be awarded on a sole source basis to Mackay Communications. The Government intends to procure one year of satellite-supported ship to shore and shore to ship airtime, as well as static IP address, for seven (7) locations. The North American Industry Classification System (NAICS) code for this acquisition is 517919. The anticipated date of the award is on or about 25 July 2019. The anticipated start date of performance is 08 September 2019.
This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 19 July 2019, by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations.
By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
